Staff recommends that the City Council approve the Agreement with Fresno Unified School District (FUSD) for use of designated pools by PARCS for swim lessons, community recreational swim and weekend “Blue Space” free swim beginning June 12, 2017, and authorize the PARCS Assistant Director to sign the Agreement.

 

EXECUTIVE SUMMARY 

 

Staff is recommending approval of an agreement with FUSD in which the City’s PARCS Department will provide community recreational and swim lessons to Fresno residents that live near FUSD aquatics facilities, beginning on Monday, June 12, 2017.   PARCS plans to provide weekday swim lessons at four area high schools that include Bullard, Edison, Fresno and Hoover High for eight weeks. 

 

In addition, approval of this agreement with allow PARCS to augment weekday community recreational swim as well as weekend free swimming as part of the existing Weekend Recreation “Green Space” program that was implemented last year through a partnership between the City and FUSD in 2016.  The additional “Blue Space” swim program will be provided at McLane, Roosevelt and Sunnyside High Schools resulting in seven FUSD High School swimming pools available over a 58 day period during the summer of 2017. 

 

It should be noted that swim lessons or recreational swimming will no longer be provided at Airways Pool due to renovation costs (estimated at $450,000) and issues related to the Airports ability to fund the cost of renovations.  

 

BACKGROUND

 

Over the last several months, PARCS and FUSD entered into discussions to provide an affordable swim lesson program that offered to all FUSD youth within the District.  The goal of the program is to improve access to affordable swim lessons, community recreational swimming, and free weekend “Blue Space” swimming.  Additionally, PARCS will be providing youth employment opportunities to over 40 youth lifeguards who will be developed through a partnership between the PARCS Youth Job Preparation Program (YJPP) and the FUSD Career Technical Education (CTE) Program to recruit, hire, train and employ as lifeguards.

 

In 2016, PARCS provided 1,729 swim lessons at the Airways Pool from June 20th to August 12th.  Unfortunately, the Airports Department cannot fund the required renovations, which are estimated to cost $450,000, due to Federal Aviation Administration grant requirements and limitations.  With the expected closure of Airways Pool, the approval of this agreement will allow PARCS to continue providing swim lessons by utilizing aquatic facilities located at Bullard, Edison, Fresno and Hoover High Schools.  

 

PARCS will utilize the swim lesson revenue at the four targeted locations to offset the operational expenses and create a cost-neutral model.  PARCS will fund the weekend “Blue Space” Program at McLane, Roosevelt and Sunnyside High School Pools by reallocating funding previously used to support programming at Airways Pool.  FUSD will fund the weekday community recreational swimming program at McLane, Roosevelt and Sunnyside High Schools with over $31,000 of District resources.

 

ENVIRONMENTAL FINDINGS

                     

The City of Fresno PARCS and FUSD Aquatics Program will be provided at all seven traditional high school campuses.  By definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378 the swim lesson service does not qualify as “project” for the purposes of CEQA.

 

LOCAL PREFERENCE

 

Local preference is not applicable, since this item will not include a bid or award of a construction or services contract.

 

FISCAL IMPACT

 

The City of Fresno PARCS and FUSD will provide service and programming at Bullard, Edison, Fresno and Hoover High Schools with revenue received from fee-based swim lessons.  PARCS will utilize General Fund resources allocated to support programming at Airways Pool to provide weekend “Blue Space” swimming at McLane, Roosevelt and Sunnyside High Schools.  FUSD will fund Monday through Friday weekday community recreational swimming at McLane, Roosevelt and Sunnyside High School Pools as well as the cost associated with maintaining these pools.
