RECOMMENDATION
It is recommended Council approve the Fifteenth Amendment to Salary Resolution No. 2016-120 to implement a scheduled 2% wage increase in Exhibit 3, Unit 3, Non-Supervisory White Collar (FCEA), effective June 30, 2017.

EXECUTIVE SUMMARY
Exhibit 3, Unit 3, Non-Supervisory White Collar (FCEA), reflects a 2% wage increase for FCEA, as required by the successor Memorandum of Understanding (MOU) with the Fresno City Employees Association (FCEA). In addition, the salaries that are effective June 30, 2017, were rounded up as agreed by the parties to ensure members received no less than that agreed by the parties in the MOU for the period of October 3, 2016 through June 30, 2017.

BACKGROUND
In September 2016, Council approved a successor MOU between the City and FCEA, which included a 2% general wage increase effective June 30, 2017. The amendments to Exhibit 3 include this increase. Some salaries in the exhibit vary slightly from those in Table III of the MOU, as we have rounded the salaries up to the nearest whole dollar to ensure all members receive an increase of at least 2% effective June 30, 2017, as approved by Council.

The City Attorney's Office has approved the Fifteenth Amendment to Salary Resolution No. 2016-120 as to form.
