RECOMMENDATION

Staff recommends that City Council award a one-year requirement contract with provisions for two one-year extensions to Metron Farnier. LLC., of Boulder, Colorado to provide 3" to 8" single jet water meters in the amount of $143,930.68, total not to exceed $429,545.04.

EXECUTIVE SUMMARY

The Department of Public Utilities, Water Division, solicited bids to establish a requirements contract for 3" to 8" single jet water meters. Metron Farnier, LLC., submitted the sole bid and it met all specific requirements and was within budgeted allocations. Approval of this agreement will provide new and replacement large water meters.

BACKGROUND

The Department of Public Utilities, Water Division maintains over 1,300 large meters. Single jet water meters are considered to be the most effective meter for the City of Fresno's water supply as they are unaffected by sand and/or small debris, very accurate at both low and high-end flows, and do not require much maintenance. Over time, all meters wear down, which diminishes the accuracy of the amount of water measured, thereby reducing revenue collected. A ready supply of large meters is needed for replacements as well as for new connections to the water system.

A Notice Inviting bids was published March 20, 2017. Ten Building Exchanges were faxed Notice Inviting Bids, and four specifications were distributed to prospective bidders. The bid opening was on April 11, 2017, and will expire on July 10, 2017. Metron Farnier, LLC., was the sole bidde...
