Staff recommends City Council approve the 537th Amendment to the Master Fee Schedule Resolution No. 80-420 increasing the Convention Center Art, Park, Entertainment and Sports (APES) Fee.

 

EXECUTIVE SUMMARY

 

The current Art, Park, Entertainment, and Sports (APES) fee charged at the Fresno Convention and Entertainment Center (FCEC) facilities is $1.00.  This Master Fee Schedule Amendment proposes increasing the surcharge to $3.00 to fund required capital improvements needed to bring the facilities into compliance with federal accessibility standards.

 

BACKGROUND

 

The City Council approved the Art, Park, Entertainment and Sports surcharge in June 2006.  The APES fee is collected at all City-owned and operated entertainment venues, as well as Riverside Municipal and Airways Golf Courses.  Proceeds collected from the surcharge are utilized to fund capital improvements at the venues where they were collected.  The FCEC facilities range in age from eighteen to fifty years old.  In addition to suffering from many deferred maintenance issues, it has also been brought to the City’s attention that the facilities are also out of compliance with federal accessibility standards.

 

FISCAL IMPACT

 

On average, APES fees collected at FCEC facilities annually are approximately $200,000.  Adoption of this Master Fee Schedule Amendment will generate an additional $400,000 in funding annually needed for the structural changes required to achieve accessibility at the facilities.
