RECOMMENDATIONS

Staff recommends that City Council approve the First Amendment to the Professional Consultant Services Agreement with Provost and Pritchard Engineering Group, Inc., for the design of well head treatment improvements at Pump Stations 117 (PS 117) and 284 (PS 284), and authorize the Director of Public Utilities or designee to execute the amendment on behalf of the City of Fresno.

EXECUTIVE SUMMARY

PS 117 was removed from service because it exceeded the State's drinking water standard Maximum Contaminant Level (MCL) for Tetrachloroethylene (PCE), a colorless liquid solvent widely used for dry cleaning of fabrics. Recent testing shows that PS 284 is expected to exceed the MCL for PCE in the near future. In June of 2016, a Consultant Agreement with Provost and Pritchard Engineering Group, Inc. was executed for the design of well head treatment improvements. During the schematic design phase, it was determined that low profile air strippers would be the most effective treatment option for PCE due to the presence of carbon-dioxide in the groundwater. An amendment to the Professional Consultant Services Agreement with Provost and Pritchard Engineering Group is needed to complete the design of well head treatment improvements at PS 117 and for PS 284.
