Staff recommends City Council reject all bids for the purchase of seven 2017 Ford F-150 Short Bed Regular Cab Pickup (Bid File 3525).
EXECUTIVE SUMMARY
The Department of Transportation is seeking to reject all bids received for the purchase of seven 2017 Ford F-150 Short Bed Regular Cab Pickup (Bid File 3525). One bid was submitted, and that sole bidder's Product Purchase Contract was not signed by authorized Officer or employee authorized to sign contracts on behalf of the corporation.
BACKGROUND
The Department of Development and Resource Management Community Revitalization Division is in need of seven Ford F-150 regular cab pickups to mobilize its new staff. The contract was out to bid for these units, which resulted in only one bidder. The Product Purchase Contract from the bidder was not signed by authorized officer or employee authorized to sign contracts on behalf of the corporation. Due to this error on the part of the bidder, the Purchasing Division has deemed the bidder "non responsive"; therefore, this left this Product Purchase Contract with no alternative to proceed.
ENVIRONMENTAL FINDINGS
By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the rejection of all bids does not qualify as a "project" for the purpose of CEQA.
LOCAL PREFERENCE
