RECOMMENDATIONS

 

Staff recommends that City Council adopt a finding of Categorical Exemption and award a construction contract with Durham Construction Company, of Clovis, CA (Durham) for $168,820 for the 940 Broadway Building Demo project and authorize the Public Works Director or designee to sign and execute the standardized contract on behalf of the City of Fresno.

 

EXECUTIVE SUMMARY

 

Built in 1965, the building was originally constructed for the Fire Department and used as a Fire Station.  It was later utilized as a storage facility for the Police Department until earlier this year.  It has been determined that the building is no longer needed by the City and due to its condition, it would be most cost effective to demolish the 50+ year old structure.  This construction contract with Durham will remove the structure from the site to eliminate potential issues associated with the abandoned building.

 

BACKGROUND

 

Originally constructed in 1965 for the Fire Department, this Fire Station was used until the early 2000’s.  It was then remodeled for the Police Department where they utilized it as a storage facility until April 2017.  Due to size and condition of the building, the Fresno Police Department storage has moved out of this building into a new location.  It was determined by staff that the cost to repair and remodel the building was cost-prohibitive.  Therefore, staff prepared and entered into an agreement for consultant services with T. Brooks and Associates on behalf of the City of Fresno for the design and preparation of construction documents for the building demolition project.  Plans and specifications were prepared by T. Brooks and Associates.

 

The Gordian Group Job Order Contracting (JOC) was approved by City Council on December 17, 2009.  This contract provides competitively bid fixed-unit pricing for construction tasks from local contractors which would provide Facilities Management Division with the ability to provide prompt response for building maintenance or construction services to City departments at competitive local market pricing. 

 

Staff is recommending that City Council adopt a finding of Categorical Exemption and award of a construction contract to Durham, which is one of the contractors under the JOC agreement.  Staff is recommending approval of this agreement with Durham in the amount of $168,820 for demolition of the building at 940 Broadway and to authorize the Public Works Director or designee to sign and execute the standardized contract on behalf of the City of Fresno.

 

ENVIRONMENTAL FINDINGS

 

Staff has determined that a Categorical Exemption is appropriate, based on Class 1 Section 15301 of the CEQA Guidelines, which exempts Demolition and removal of structures.  Furthermore, staff has determined that none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this project.  Staff recommends that the City Council, based upon its own independent judgment, adopt a finding of a Categorical Exemption per Staff determination, pursuant to Section 15301, Class 1 of the CEQA Guidelines for the 940 Broadway Demo Project.

 

LOCAL PREFERENCE

 

Local preference was not implemented because this item is purchased through another governmental agency who competitively bid the contract.

 

FISCAL IMPACT

 

The 940 Broadway Building Demo project is funded in the Department of Public Works Capital Budget.
