SUBJECT
Title
Approve the Second Amendment, in the amount of $3,938, to the engineering and design services agreement with Provost and Pritchard Engineering Group, Inc., for additional services pursuant to an extended project schedule for the Courthouse Park Transit Center Improvement project (Council District 3).
Body
RECOMMENDATIONS
Staff recommends that Council authorize the Interim Director of Transportation to execute the Second Amendment to the engineering and design services agreement with Provost and Pritchard Engineering Group, Inc., for additional services resulting from the extended project schedule for the Courthouse Park Transit Center Improvement project, in the amount of $3,938.
EXECUTIVE SUMMARY
The Department of Transportation, in conjunction with Public Works, began work on the Courthouse Park Transit Center Improvement project in March 2014. The project includes the replacement of the FAX transit shelters, replacement of aging infrastructure as well as improving related amenities and lighting at the three major transfer centers located within Courthouse Park in downtown Fresno. It is anticipated that the project will be completed in October of this year.
Due to delays during associated with the need to integrate this project with FAX’s BRT project, the overall schedule has been extended by several months. The extended services required during this period were unable to be absorbed in the Consultant’s budget. Therefore, the recommended amendment to the agreement will increase the professional engineering design services to compensate for an extended project schedule in the amount of $3,938.
BACKGROUND
The Department of Transportation selected Provost and Pritchard through a competitive process to provide professional engineering and design services for the Courthouse Park Transit Center Improvement project, and in March 2014 Council approved the engineering and design services agreement in the amount of $360,354. Design services include new FAX transit shelters, replacement of aging infrastructure and update related amenities at the three major transfer centers located within Courthouse Park. These facilities are major transit hubs located on Van Ness Avenue and Fresno Street in downtown Fresno.
The First Amendment to the agreement was approved by Council in July 2016 in amount of $15,244, for value engineering services and plan modifications resulting in reduced construction costs prior to bid.
Due to delays during the early phases of the project, the overall schedule has been extended by several months. The delays are due to a need to coordinate some of the work with the adjacent Bus Rapid Transit project (civil grades, scope limits, timing, etc.) and additional value engineering review by the Department. The Department of Transportation is recommending approval of the Second Amendment to further increase the contract value in the amount of $3,938 to offset the additional services required by the extended project schedule.
ENVIRONMENTAL FINDINGS
Pursuant to California Environmental Quality Act (CEQA) Guidelines, Section 15378, the Second Amendment is not a project.
LOCAL PREFERENCE
Local Preference does not apply because this amendment does not include a bid or award of a construction or services contract.
FISCAL IMPACT
There is no General Fund impact associated with this action. The funding for the activity is appropriated in the Department of Transportation FY2018 budget. Funding is comprised of FTA 5307, 5309 and CMAQ grants.
