It is recommended that Council approve the attached resolution amending the Council Rules of Procedure.

 

EXECUTIVE SUMMARY

 

The Council proposes a number of amendments to its Rules of Procedure to clarify and conform to its current practice.

 

BACKGROUND

 

The Council wishes to amend its Rules of Procedure to clarify the rules apply to all City public meetings except those boards or bodies that have adopted their own bylaws or rules of procedure.  For City public meetings other than Council meetings, the Presiding Officer shall be the individual designated by the City.

 

Additionally, Charter Section 605 requires each proposed resolution or ordinance voted on by the Council that is not approved by the Council and each ordinance or resolution adopted by the Council be transmitted to the Mayor for veto or reconsideration within forty-eight hours.  The proposed change to the Rules of Procedure will clarify that, if the forty-eight hours ends on a weekend or holiday, the time shall roll over to the next business day.

 

Finally, the Rule of Procedure on public comment is amended to state a speaker’s time may not be transferred, reserved, or combined with another speaker’s time.
