RECOMMENDATIONS
Staff recommends that Council approve the First Amendment to Agreement with Scott Beck Architect in the amount of $179,500 to provide the mechanical, electrical and plumbing design for the new Police Department Southeast Substation and authorize the Public Works Director or designee to sign and execute the standardized first amendment to agreement on behalf of the City of Fresno.
EXECUTIVE SUMMARY
On September 22, 2016, Council approved the Agreement for Consultant Services with Scott Beck Architect for architectural services for the proposed Police Department Southeast Substation. The original concept was to develop a design/build package; staff now wishes to bid the traditional design-bid-build method. The Public Works and Police Departments have agreed this will provide the desired level of control for the City as the owner of the facility. Therefore, staff is recommending that Council approve the First Amendment to Agreement with Scott Beck Architect and authorize the Public Works Director or designee to sign on behalf of the City of Fresno.
BACKGROUND
On September 22, 2016, Council approved the Agreement for Consultant Services with Scott Beck Architect for architectural services for the proposed Police Department Southeast Substation, to be located at the southwest corner of Argyle and Tulare Avenues. The original concept was to develop a design/build package; therefore, the approved agreement was for architectural and structural services only and does not provide for a fully designed building with mechanical, electrical and plumbing services. The architect has designed the building as far as possible without including all aspects required to permit and construct a building.
This First Amendment to Agreement will allow the Consultant to provide the mechanical, electrical and plumbing plans required for a complete structure. City staff will be bringing back to Council an agreement for the on-site civil design work as well. Therefore, staff is recommending that Council approve the First Amendment to Agreement with Scott Beck Architect in the amount of $179,500 for the mechanical, electrical and plumbing design for the Police Department Southeast Substation and to authorize the Public Works Director or designee to sign and execute the standardized first amendment to agreement on behalf of the City of Fresno.
ENVIRONMENTAL FINDINGS
By definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378 this item does not qualify as a “project”, and therefore is exempt from CEQA requirements.
LOCAL PREFERENCE
Local preference was not implemented as this is an amendment to an existing agreement.
FISCAL IMPACT
The Police Department Southeast Substation project was included in the approved FY18 Police Department Budget.
