Authorize the City Manager or her designee, and the Chief of Police or his designee, to enter into a two-year agreement with the 21st District Agricultural Association for $678,466.00 to provide police services at the Fresno District Fair.

It is recommended that Council authorize the City Manager or her designee, and the Chief of Police or his designee, to enter into a two-year agreement with the 21st District Agricultural Association for $678,466.00 to provide police services at the Fresno District Fair.
EXECUTIVE SUMMARY
The 21st District Agricultural Association has requested to contract with the City of Fresno to provide police and law enforcement services for two years at the Fresno District Fair, beginning 2017 through 2018.
BACKGROUND
As done in past years, policing and related law enforcement services will be provided in areas at the fairgrounds that have been mutually agreed upon by Fair Management and Fresno Police Department personnel.
This agreement calls for 5,688 hours of law enforcement services in 2017, totaling $326,032.76 for a 12-day fair. This agreement also calls for 5,688 hours of law enforcement services for a 12 day-fair in 2018, totaling $340,777.24. The amounts have been calculated to cover the direct costs incurred by the Police Department for services provided to the Fresno District Fair beginning in 2017 through 2018, and includes a projected increase in 2018 for Contract Policing rates as outlined in the Fresno Police Officers Association Non-Supervisory Police-Unit 4 Memorandum of Understanding. This agreement also contains costs for unforeseen circumstances requiring additional police services.
