Award concessionaire contract for maximum paintball to continue operation and maintenance of the paintball facility at the regional sports complex

RECOMMENDATION
Staff recommends that Fresno City Council approve the attached concessionaire agreement with Maximum Paintball to continue to operate and maintain the Paintball facility at the Regional Sports Complex.
EXECUTIVE SUMMARY
Maximum Paintball has been in operation since 2009 at the Regional Sports Complex. During this time they have hosted over 50 local and Regional tournaments, had over 400 private parties for players and businesses, hosted approximately 20,000 paintball games and signed up over 43,000 players. In addition to all of the programs, tournaments and activities, Maximum Paintball has also invested approximately $250,000 to improve the paintball facility over the past eight years. They have employed as many as 50 local residents to work at the Paintball facility and they pride themselves by hiring high school and college age kids to help provide valuable work experience, preparing them for future employment.
The partnership between Maximum Paintball and the PARCS department has helped create a destination location where families and individuals can come together to enjoy a variety of amenities at the Regional Sports Complex. The amenities available at the Regional Sports Complex includes 6 lit softball diamonds, 9 soccer fields, a vert. skate ramp, picnic shelters, paintball facility, and a lake for fishing. The PARCS Department looks forward to continue providing recreational experiences at the Regional Sports Complex for the Fresno Community.
BACKGROUND
For those not familiar with Paintball, it is a combination of the childhood games “tag” and “hide and seek”, but it is much more challenging and sophisticated. The basic concept involves the creation of two teams, and the goal of eliminating team members by “marking” them with paint pellets. The sport requires very specific equipment: goggles, paint-guns, pressurized gas, and paintballs. Paintball can be played indoors or out, with as few as 2 people or as many as 500 people (the largest game on record involved over 4,000 players!), a game can last 5 minutes or an entire weekend. Its objective might be to take something, bring something, find something, or to simply be the last person standing. Whatever the case maybe, paintball is a fun and exciting activity that brings individual from all walks of life together for recreational and fitness activity.
The Regional Sports Complex is professionally maintained and is the perfect location for Maximum Paintball, Inc. to continue offering the competitive sport of paintball. As a result of the mutually beneficial partnership, Maximum Paintball is able to provide a safe, secure, and consistent playing location for this entertaining sport. Maximum Paintball’s goal has always been to offer a full service paintball experience, which would include a clean, well-stocked, professional retail location as well as a set of playing fields that would be attractive to recreational and tournament players alike. Since 2009, Maximum Paintball has been able to provide both of these services to the Fresno Community in part because of the attached renewal agreement.
ENVIRONMENTAL FINDINGS
This agreement is not a project as defined by the California Environmental Quality Act.
LOCAL PREFERENCE
Local preference does not apply to concessionaire agreements.
FISCAL IMPACT
The lease will generate $6,000 in annual income for the City.
