Approve Contract for continuation of Software License, Hosting, Maintenance and Services for Airport Properties and Billing with GCR, Inc., for an initial cost of $192,105 (Council District 4)

RECOMMENDATION

Staff recommends that City Council approve a contract for Software License, Hosting, Maintenance and Services for Airport Properties and Billing with GCR, Inc. (GCR), for continuation of software services in use by the Airports Department since 2005 (including annual renewals for service, hosting and maintenance) at Fresno Yosemite International Airport (FAT) and Fresno Chandler Executive Airport (FCH) for an initial amount of $192,105, and authorize the Director of Aviation to execute the documents.

EXECUTIVE SUMMARY

GCR provides software licensing, hosting and maintenance for a properties and billing software program for the Airports Department (Airports) business management function, commonly referred to as an Airport Business Management System (ABMS), which Airports has been using since 2005. The Contract will upgrade the software, as the current software version will no longer be supported. Under the Contract, GCR will continue to provide the Software License, Maintenance and Services, and host databases on a cloud based system. The ABMS also includes a Capital Projects Module that will allow Airports Projects Division to track all aspects of airport capital work.

BACKGROUND

The GCR system is a critical part of the administrative operation of Airports. Due to the nature of the business, Airports manages and oversees over 200 contracts with tenants on City property that is both on and off FAT and FCH. This system allows Airports to ensure that all requirements of all agreements are being met. On the revenue side, it ensures that all tenants are billed the correct rates and payments are properly applied.
