Staff recommends that City Council approve the purchase of pH/ Chlorine Residual Analyzers and associated equipment for $220,524.58 from Hopkins Technical Products.

 

EXECUTIVE SUMMARY

 

The Southeast Surface Water Treatment Facility (SESWTF) is scheduled to commence delivering drinking water to customers in June 2018.  The purchase and installation of pH/ Chlorine Residual Analyzers and associated equipment is needed at designated water supply wells to support the startup of the SESWTF. 

 

BACKGROUND

 

The SESWTF is scheduled to commence delivering drinking water to customers in June 2018.  The SESWTF will benefit residents in Southeast Fresno by providing clean drinking water from a reliable surface water supply and will reduce Fresno’s dependence on groundwater use.  The SESWTF is sized to handle most water demands in Southeast Fresno; however, during emergency plant shutdowns and peak demand, drinking water will continue to be supplied intermittently from local water supply wells. To support the SESWTF startup, staff will install pH/ Chlorine Residual Analyzers and associated equipment at designated well sites in order to balance the chemical makeup between surface water and groundwater.  Work will be completed by the City of Fresno’s Water Division staff. This award is for the purchase of the pH/ Chlorine Residual Analyzers and associated equipment.

 

On August 21, 2017, specifications were made available and advertised on Planet Bids Online as a materials purchase contract. Ten (10) Builders Exchanges received “Notice Inviting Bids” and 22 specifications were distributed to prospective bidders.

 

The sole sealed bid proposal received and publically opened on September 26, 2017, was from Hopkins Technical Products, who was the sole responsible and responsive bidder submitting a bid price in the amount of $220,524.58. The bid will expire within 90 days of bid opening, namely December 26, 2017.  The Staff Determination Award will be posted on the City’s website when this evaluation is approved.

 

ENVIRONMENTAL FINDINGS

 

Staff has performed a preliminary environmental assessment of this project and has determined that provided in the California Environmental Quality Act (CEQA) Guidelines, Section 15378, the purchase of mechanical equipment for water well sites does not qualify as a “project” as defined by CEQA.

 

LOCAL PREFERENCE

 

Local preference was not implemented because no local bidders submitted bids for this project.

 

FISCAL IMPACT

 

The project will not impact the General Fund.  On October 26, 2017, City Council adopted the 33rd Amendment to the Annual Appropriation Resolution No. 2017-165 to appropriate funding for the installation of chemical feed equipment for water wells.   Funds are now available in the approved Fiscal Year 2018 budget within the DBCP Recovery Fund 40110 ($746,200), UGM Wellhead Treatment Area 301-S Fund 40164 ($28,900), and UGM Wellhead Treatment Area 501-S Fund 40166 ($86,500).  No additional appropriations are needed.
