Staff recommends Council approve the award of a cooperative purchase contract to Quinn Company of Fresno, California, for the purchase of one Caterpillar Model AP1055F asphalt paver in the amount of $528,175.

 

EXECUTIVE SUMMARY

 

The Department of Public Works, Street Maintenance Division seeks approval to purchase one asphalt paving machine at a total cost of $528,175.  Streets will utilize this new unit to maintain and re-pave existing roads within the City of Fresno.  The new Caterpillar Model AP1055F will be replacing a 19-year-old machine that is past its useful service life and out of service due to cost prohibitive repairs.  The Fleet Management Division recommends the purchase based on age and condition.  The replacement unit would be purchased through a competitively solicited cooperative procurement process administered by the National Joint Powers Alliance (NJPA).

 

BACKGROUND

 

The Street Maintenance Division is responsible for maintaining 1,740 miles of City streets and boulevards.  As street pavements degrade to the end of their service life, asphalt overlays are needed to restore the street back to good and serviceable condition.  This key maintenance treatment is budgeted annually in the Department of Public Works budget, and the asphalt paving machine is the primary piece of equipment used to place an asphalt overlay.  This asphalt paving machine is used by City crews who pave nearly 70-lane miles each season, which equates to nearly 60,000 tons of asphalt annually.  The end product is a new road surface and in some cases a wider more modern layout.  

 

To accomplish this mission, the Street Maintenance Division operates two aging paving machines. The new Caterpillar Model AP1055F asphalt paving machine will be more efficient and deliver a superior road surface, with less down time.  The new machine will have a laser grade control system that can detect small variations in the surface and make corrections faster than the old manually operated units.  This ability to correct quickly results in a smoother road surface, which improves the service life of the pavement and the ride for motorists.  The new paver also features a screed heating element that is electric rather than diesel fueled.  This technology gets the unit operational faster, eliminates the fumes created by the old diesel burners, and improves employee safety by eliminating the open-flame screed heaters.  The new Caterpillar Model AP1055F asphalt paver will operate cleaner, safer, and more efficient.

 

The current paving units are on a ten-year replacement schedule, which has been established by the Fleet Management Division as the optimum replacement time.  The unit identified for replacement is nine years past this point and has well exceeded its useful life.  The unit is also currently inoperable due to a broken heating component that would be cost prohibitive to replace.  Additionally, the screed is worn beyond repair and would require the purchase of a new screed, which would require significant modification to adapt to this old and outdated machine.  The Fleet Management Division recommends replacement based on the unit age and condition.

 

If approved by Council, the equipment will be purchased utilizing competitively solicited cooperative procurement process administered by the NJPA. The purchase price per unit is $528,175.  This price includes the NJPA discount applied to City purchases, as well as delivery and sales tax at 7.975 percent. The Purchasing Division has approved this contract and recommends Council approval.

 

ENVIRONMENTAL FINDING

 

Pursuant to the California Environmental Quality Act Guidelines Section 15378, the award of this contract does not qualify as a “project.”

 

LOCAL PREFERENCE

 

Local preference is not applicable because the City is using a cooperative purchase agreement.

 

FISCAL IMPACT

 

No general funds will be used to purchase this item.  Gas Tax funding will be used to cover the purchase cost of the Caterpillar Model AP1055F asphalt paver unit and has been included in the FY18 adopted budget in the Department of Public Works, Street Maintenance Division.
