Approve the purchase from AMS.NET of two Hewlett Packard CS3000 Storage Area Network Appliances in the amount of $263,610.84 to facilitate the upgrade and expansion of the Wastewater Management Division’s electronic storage architecture utilizing a cooperative purchase agreement.

RECOMMENDATION

 

Staff recommends that Council authorize the Chief Information Officer to approve the purchase from AMS.NET of two Hewlett Packard (HP) CS3000 Storage Area Network (SAN) Appliances in the amount of $263,610.84 to facilitate the upgrade and expansion of the Wastewater Management Division’s electronic storage architecture. In accordance with Administrative Order 3-1, the equipment is being purchased through a competitive purchase agreement (Merced County FOCUS Contract #2015109).

 

EXECUTIVE SUMMARY

 

The Wastewater Management Division is upgrading several applications that are critical to its operations, such as the Computerized Maintenance Management System, the Laboratory Information Management System, the Supervisory Control and Data Acquisition (SCADA), the Electronic Information Management System, and Peninsular Technologies Pipetech software.

 

These upgrades will consume a large amount of electronic storage space and the current hardware is not properly sized to support the software upgrade.  Further driving the need for the upgrade is the age of the hardware as some of the SANs are near the end of the manufacture support and it is not a best practice to rely on unsupported hardware for critical systems.

 

BACKGROUND

 

The Wastewater Management Division is upgrading several critical applications to maintain a high level of service.  During this process massive amounts of documents are converted or maintained in electronic format and attached to various software applications.  This requires more storage space than is available on the current SANs.

 

In addition, the Wastewater Management Division is in the process of establishing a Disaster Recovery (DR) room located away from the main computer room which is housed in the administration building.  The DR room will consist of additional servers and the additional SAN.  This will protect the Division’s electronic assets and allow the plant’s SCADA system to function in the event of a disaster ranging from an extended power outage to a total collapse of the administration building. This DR facility will allow plant personnel to access documents and applications that would be crucial in getting the Wastewater Treatment Facility back in full operation.

 

ENVIRONMENTAL FINDINGS

 

By the definition provided in the California Environmental Quality Act Guidelines Section 15378 this item does not qualify as a “project” as defined by the California Environmental Quality Act.

 

LOCAL PREFERENCE

 

Local preference was not implemented because the items are being procured through a cooperative purchase agreement.

 

FISCAL IMPACT

 

Funding for this purchase is in the Wastewater Management Division Fiscal Year 2018 Budget, therefore, no additional appropriations are required.
