RECOMMENDATION

 

Staff recommends that the City Council adopt the 52nd Amendment to the Annual Appropriation Resolution (AAR) No. 2017-165 to appropriate $76,300 for costs related to the Golden State Bridge Repair; adopt a finding of a Categorical Exemption per staff determination, pursuant to Section 15301(c) of the CEQA Guidelines; and award a construction contract with Bugler Construction Inc., of Pleasanton, California in the amount of $163,080 as the lowest responsive and responsible bidder for the Golden State Boulevard Overhead Barrier Reconstruction project and authorize the Public Works Director or designee to sign the standardized contract on behalf of the City.

 

EXECUTIVE SUMMARY

 

The Golden State Boulevard Overhead Barrier Reconstruction project will make repairs to the railing of the Golden State overcrossing at North Avenue.  On October 21, 2013, a construction crane fell over while performing work for the Burlington Northern Santa Fe Railroad (BNSF).  The crane boom fell across both lanes of the Golden State Bridge near North Avenue damaging the barrier rail and sidewalk on both sides of the bridge. Funding for this repair project will utilize a combination of insurance claim settlement proceeds and Proposition 111 Gas Tax funds.

 

 

BACKGROUND

 

The Golden State Boulevard Overcrossing is used primarily by the industrial businesses in the area.  The proposed project will repair the damage done to the barrier wall as a result of the crane accident of October 21, 2013.    

 

Staff prepared bid documents with a scope that included the removal of the damaged concrete barrier sections and reconstruction of those sections.

 

The Notice Inviting Bids was published in the Business Journal on October 16, 2017, posted on the City’s website and faxed to six (6) building exchanges. The specifications were distributed to thirty (30) prospective bidders.  Three (3) sealed bid proposals were received and opened in a public bid opening on November 7, 2017. Bids ranged from $163,080 to $318,259. Bugler Construction Inc., which submitted the bid in the amount of $163,080 was determined to be the lowest responsive and responsible bidder for the project.  The bidders have agreed to extend the bids from the original 64 days from the bid opening, for an additional 30 days, and they will expire on February 9, 2018.

 

If the bids are rejected, the project will be rebid resulting in a delay of approximately 60 days.

 

Staff recommends the Council award a construction contract with Bugler Construction Inc., of Pleasanton, California in the amount of $163,080 for the Golden State Blvd. Overhead Barrier Reconstruction project and authorize the Public Works Director or designee to sign the standardized contract on behalf of the City.

 

ENVIRONMENTAL FINDINGS

 

Staff performed a preliminary environmental assessment of this project and has determined that it falls within the Categorical Exemption set forth in CEQA Guidelines, Section 15301(c) Class 1 which exempts the repair and maintenance of existing facilities that involves negligible or no expansion of an existing use.  This exemption applies because this project involves the resurfacing of an existing roadway and does not involve the expansion of the roadway to accommodate additional traffic.  The purpose of the project is to increase the life of the pavement and provide a smooth riding surface for the motorists.  Furthermore, staff has determined that none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this project.

 

LOCAL PREFERENCE

 

Local Preference is not applicable because of state funding. 

 

FISCAL IMPACT

 

The project is located in City of Fresno Council District 3.  The overall cost of the project is $284,600 and is fully funded by a combination of Insurance Claim Settlement and Proposition 111 Gas Tax.  The project will not have any impact to the General Fund.  Of the total project cost $163,080 will be used for the construction contract award.
