RECOMMENDATION

 

Staff recommends the City Council adopt a finding of Categorical Exemption per staff determination, pursuant to Section 15301(c) Class 1 of the CEQA Guidelines, and award a construction contract with Madco Electric Inc., in the amount of $141,500 as the lowest responsive and responsible bidder for the Street Lighting Improvements at Bulldog Lane and Millbrook Avenue, and authorize the Public Works Director or designee to sign a standardized contract on behalf of the City.

 

EXECUTIVE SUMMARY

 

Fresno State has worked in partnership with the Mayor’s Office, Council District 4 and Public Works staff to develop a cooperative project for installation of street lighting on Bulldog Lane and Millbrook Avenue adjacent to the Bulldog Stadium. The project will upgrade the existing lights that are on wooden joint utility poles, and install additional lighting. The new installations will be to current City of Fresno spacing standards and will include new LED fixtures.

 

BACKGROUND

 

The streets surrounding Bulldog Stadium lack street lighting along the Stadium frontage. This area is traveled by many students who live in nearby apartments and walk to and from college, as well as community members attending events at Bulldog Stadium. Installing street lighting will greatly increase the illumination levels and improve safety in the area. Fresno State has partnered with the City to install the lighting improvements and is contributing $125,000 to this project. The City will contribute the remainder from Measure “C” Flexible Funds.

 

The 1st amendment to the Annual Appropriation Resolution (AAR) No. 2017-323 appropriating $175,000 for Stadium Street Lighting along Bulldog Lane and Millbrook Avenue was approved unanimously by City Council on December 7, 2017.

 

Public Works Staff prepared a Notice Inviting Bids which was published in the Fresno Business Journal on December 13, 2017, posted on the City’s website and faxed to 11 building exchanges.  The specifications were distributed to 9 prospective bidders.  Six sealed bid proposals were received and opened in a public bid opening on January 9, 2018.  Bids ranged from $141,500 to $218,888. Madco Electric submitted a bid in the amount of $141,500 and was determined to be the lowest responsive and responsible bidder for the project.  The bids will expire 64 days after the bid opening date.  The expiration date of the bids is March 14, 2018.  If the bids are rejected or expire, the project will be rebid resulting in a delay of approximately 60 days.

 

Staff recommends Council award a construction contract to Madco Electric in the amount of $141,500 for the Street Lighting Improvements at Bulldog Lane and Millbrook Avenue as the lowest responsive and responsible bidder, and authorize the Public Works Director or designee to sign and execute the standardized contract on behalf of the City of Fresno.

 

ENVIRONMENTAL FINDINGS

 

Staff has performed a preliminary environmental assessment of this project and has determined that it falls within the Categorical Exemption set forth in CEQA Guidelines Section 15301(c) (existing facilities), which exempts the repair, maintenance, or minor alteration of existing structures or facilities, including existing streets, sidewalk and gutters, with no further expansion of existing use. Furthermore, staff has determined that none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this project.

 

LOCAL PREFERENCE

 

Local preference was not implemented because the lowest responsive and responsible bidder is a local business.

 

FISCAL IMPACT

 

The Street Lighting Improvements at Bulldog Lane and Millbrook Avenue is located in Council District 4.  The overall cost of the project is $184,100 and is fully funded by a contribution from Fresno State and Measure “C” Flexible Funds.  The project will not have any impact to the General Fund.  Of the total project cost $141,500 will be used for the construction contract award.
