Approve Resolution authorizing DARM to initiate the Historic Preservation Mitigation Program-already budgeted for in FY 2018-which provides individual grants for rehabilitation of historic resources.  

 

EXECUTIVE SUMMARY

 

This RESOLUTION authorizes the Director of DARM to initiate the Historic Preservation Mitigation Program, which provides grants-in the form of reimbursement-for the rehabilitation of properties which are individually listed on the Local, State, or National register, are Contributors to a listed historic district, or are Heritage Properties.  The FY 2018 budget already authorized the program and set forth its parameters, including that rehabilitation reimbursement grants shall be limited to $7,500.00 per property or 40% of project costs, whichever is less.  The total appropriation for FY 2018 is $50,000.00.

 

This Resolution is necessary to authorize the DARM Director to enter into rehabilitation contracts, as the applicable budgetary language did not provide the necessary authorization, which is held by the Council unless specifically delegated.

FISCAL IMPACT

None.  The program was already budgeted for up to $50,000.00 for FY 2018, but simply needs to be authorized because the budget language did not give DARM authority to enter into the rehabilitation contracts.
