RECOMMENDATIONS
Staff recommends the City Council adopt a finding of Categorical Exemption per staff determination, pursuant to Section 15301(c) Class 1 of the CEQA Guidelines, award a construction contract with Witbro Inc., dba Seal Rite Paving and Grading, in the amount of $277,547 as the lowest responsive and responsible bidder for the West Side of Hughes Avenue Reconstruction at Floradora Avenue, and authorize the Public Works Director or designee to sign a standardized contract on behalf of the City.
EXECUTIVE SUMMARY
The west side of Hughes Avenue is currently missing sidewalk from north of Hedges Avenue to north of Floradora Avenue. This project will complete the missing curb, gutter, sidewalk, drive approaches, ADA-compliant curb ramps, and limited asphalt paving on the west side of Hughes Avenue. This project is funded with an Active Transportation Program Grant and various local sources as matching funds.
BACKGROUND
The City’s 2016 Active Transportation Plan was a result of a cooperative effort between City staff, a stake holder advisory committee and the general public to complete safe and comfortable networks of trails, sidewalks, and bikeways to serve the Fresno area residents. Infilling the sidewalks in Hughes Avenue, between Hedges Avenue and Floradora Avenue, was identified as a key element of this plan.
The scope of work includes curb, gutter, sidewalk, curb ramps, transitional asphalt, a storm drainage system, and limited structural section asphalt. The projects primary purpose is to complete the missing concrete sidewalk on the west side of Hughes Avenue.
Public Works Staff prepared a Notice Inviting Bids which was published in the Fresno Business Journal on January 1, 2018, posted on the City’s website and faxed to 11 building exchanges. The specifications were distributed to 5 prospective bidders. Three (3) sealed bid proposals were received and opened in a public bid opening on January 23, 2018. Bids ranged from $277,547 to $324,432. Witbro Inc., dba Seal Rite Paving and Grading, submitted a bid in the amount of $277,547 and was determined to be the lowest responsive and responsible bidder for the project. The bids will expire 64 days after the bid opening date. The expiration date of the bids is March 28, 2018. If the bids are rejected or expire, the project will be rebid, resulting in a delay of approximately 60 days.
Staff recommends Council award a construction contract to Witbro Inc., dba Seal Rite Paving and Grading in the amount of $277,547 for the West Side of Hughes Avenue Reconstruction at Floradora Avenue as the lowest responsive and responsible bidder, and authorize the Public Works Director or designee to sign and execute the standardized contract on behalf of the City of Fresno.
ENVIRONMENTAL FINDINGS
Staff has performed a preliminary environmental assessment of this project and has determined that it falls within the Categorical Exemption set forth in CEQA Guidelines Section 15301(c) (existing facilities), which exempts the repair, maintenance, or minor alteration of existing structures or facilities, including existing streets, sidewalk and gutters, with no further expansion of existing use. Furthermore, staff has determined that none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this project.
LOCAL PREFERENCE
Local preference was not implemented based upon conditions of the Federal funding for the project.
FISCAL IMPACT
The West Side of Hughes Avenue Reconstruct at Floradora is located in Council District 3. The overall cost of the project is $447,750 and is funded by a Federal grant from the Active Transportation Program, a cooperative agreement with Fresno Metropolitan Flood Control District and SB1 Gas Tax as the local match. Of the overall project cost, $277,547 will be used for the construction contract award.
