Approve a Cooperative Purchase Agreement between the City of Fresno (City) and Cal/Amp Wireless Networks, a Delaware Corporation (Vendor) in the amount of $112,960.00. (Citywide)

RECOMMENDATION
Staff recommends that City Council approve the attached Cooperative Purchase Agreement between the City of Fresno (City) and Cal/Amp Wireless Networks, a Delaware Corporation (Vendor) in conjunction with the National Joint Powers Alliance Agreement (NJPA) for air time and maintenance of Global Positioning System/Automated Vehicle Location (GPS/AVL) equipment in City vehicles, and authorize execution of the Cooperative Purchase Agreement.
EXECUTIVE SUMMARY
On May 1, 2007, Council approved to award a contract with Cal/Amp Wireless Networks, a Delaware Corporation for air time and maintenance of GPS/AVL equipment in City vehicles. The attached Cooperative Purchasing Agreement allows the City of Fresno to "bridge" the NJPA Contract with the City of Fresno, thus allowing City of Fresno to receive appropriate insurance and to indemnify the City of Fresno of any liability during operation of GPS/AVL equipment in City vehicles.
Under the Cooperative Purchasing Agreement, the cost for installation of the GPS/AVL equipment is $95 per vehicle, and web tracking service per vehicle is $21.50 per month. The total first year costs for Water, Wastewater Management, and Code Enforcement divisions is $112,960.00. The Cooperative Purchasing Agreement and Job Order Contract with the NJPA (Original Government Contract) is for multiple years and will expire on June 1, 2021.
