RECOMMENDATION

 

Staff recommends that City Council authorize the Director of Aviation to execute Reimbursable Agreement  AJW-FN-WSA-18-WP-001933 (Agreement) with the Federal Aviation Administration (FAA) in the amount of $178,587.63.

 

EXECUTIVE SUMMARY

 

The FAA owns Navigation Aids (NAVAIDS) that will be affected by the Taxiway C Reconstruction Project (Project) at Fresno Yosemite International Airport (FAT), which is currently under construction. The reimbursable agreement allows the FAA to provide, and be compensated for, design review, site visits, technical consultation, construction oversight, coordination of flight checks, shutdown, and restoration of FAA owned facilities impacted by the Project.

 

BACKGROUND

 

As part of the Taxiway C Reconstruction Project, FAA owned NAVAIDS systems and infrastructure will need to be modified.  These modifications were previously designed by the Department’s consultant and have been reviewed and approved by the FAA. The Agreement will reimburse FAA’s Engineering Division for work they will be performing as it relates to the NAVAIDS.  This work includes, (i) design review and approval of project components that impact FAA-owned systems, (ii) construction inspection and oversight, (iii) technical consultation, and, (iv) coordination of flight checks once the taxiway work is complete.

 

The existing FAA Airport Improvement Program (AIP) grant for the Project included funds for this Agreement.  The work under this Agreement is a required element of the Project and is a necessary component of the Taxiway C recertification process.

 

ENVIRONMENTAL FINDINGS

 

Pursuant to CEQA Guidelines Section 15378, this is not a project for the purposes of CEQA.

 

LOCAL PREFERENCE

 

Local Preference does not apply because federal funding is being used.

 

FISCAL IMPACT

 

Funding for this Agreement is provided by FAA Airport Improvement Program grants and matching Measure C Regional Transportation Program funds. There is no impact to the General Fund from this action.
