RECOMMENDATIONS

 

Staff recommends that City Council approve a Professional Consultant Services Agreement with Blair, Church and Flynn Consulting Engineers in the amount of $78,910 for professional engineering services to design the rehabilitation and replacement of sewer pipes in the vicinity of Fresno Street and Shields Avenue; approve a Professional Consultant Services Agreement with Provost & Pritchard Consultant Group in the amount of $107,700 for professional engineering services to design the rehabilitation and replacement of sewer pipes in the vicinity of First Street and Dakota Avenue; approve a Professional Consultant Services Agreement with Carollo Engineers, Inc., in the amount of $99,870 for professional engineering services to design the rehabilitation and replacement of sewer pipes in the vicinity of Martin Luther King Boulevard and Jensen Avenue; and authorize the Director of Public Utilities, or designee, to sign the agreement on the behalf of the City.

 

EXECUTIVE SUMMARY

 

The Department of Public Utilities, Wastewater Management Division, is seeking to award three consultant services agreements for professional engineering services to design the rehabilitation and replacement of sewer pipes in the City of Fresno.  The projects were identified in the Collection System Master Plan (CSMP) that was adopted by the Council in 2015 and contains a 5, 10, and 20 year plan for collection system capital improvement projects.  The projects are located in the vicinities of Fresno Street and Shields Avenue, First Street and Dakota Avenue, and Martin Luther King Boulevard and Jensen Avenue.  To move forward with the projects consistent with the CSMP and utilize available funding, it is necessary to have a consultant perform the scope of services because current staffing resources are not available.

 

BACKGROUND

 

Per the Collection System Master Plan (CSMP), the Collection System Maintenance work group performs inspections of the sewer systems within the City of Fresno.  The goals of these inspections are to evaluate the structural integrity and capacity of all sewer pipes within the City of Fresno.  These investigations are performed using Closed Circuit Television (CCTV).  The CSMP update was adopted by the Council in 2015 and contains a 5, 10, and 20 year plan for collection system capital improvement projects. 

 

The Wastewater Management Division combined smaller projects identified in the CSMP with sewer system point repairs in three projects areas to reduce construction costs and eliminate the potential for sewer failure in identified areas.  The projects are located in the vicinities of Fresno Street and Shields Avenue, First Street and Dakota Avenue, and Martin Luther King Boulevard and Jensen Avenue as shown in the attached vicinity maps. 

 

In August of 2016, an advertisement was published inviting Statements of Qualifications for Water Distribution, Sewer Collection, Wellhead Treatment Design and Construction Support Services for a period not to exceed three years. Seven firms submitted a Statement of Qualification package.  The submittals received were reviewed by a selection committee and on September 12, 2016, four firms were selected.  Blair Church and Flynn, Provost and Pritchard, and Carollo Engineers were included in the list of firms determined to be qualified to provide services.

 

Blair, Church and Flynn was selected to provide professional engineering services for the project located in the vicinity of Fresno Street and Shields Avenue.  Staff negotiated a consultant services fee of $68,910 with a contingency of $10,000.

 

Provost & Pritchard was selected to provide professional engineering services for the project located in the vicinity of First Street and Dakota Avenue.  Staff negotiated a consultant services fee of $97,700 with a contingency of $10,000.

 

Carollo Engineers was selected to provide professional engineering services for the project located in the vicinity of Martin Luther King Boulevard and Jensen Avenue.  Staff negotiated a consultant services fee of $89,870 with a contingency of $10,000.

 

ENVIRONMENTAL FINDINGS

 

By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378 the award of these contracts do not qualify as a “project” for the purpose of CEQA.

 

LOCAL PREFERENCE

 

Local Preference was implemented because Blair, Church & Flynn Consulting Engineers, Provost & Pritchard Consultant Group and Carollo Engineers, Inc., are local businesses pursuant to the Fresno Municipal Code Section 4-109(b).

 

FISCAL IMPACT

 

Approval of the Professional Consultant Services Agreements will not impact the General Fund.  Funding for these projects is budgeted in the Wastewater Division’s FY2018 capital improvement budget within the Sewer Enterprise Fund (40501).  The projects are located in Council Districts 3 and 7.
