Staff recommends the Council adopt a resolution establishing procedures for the approval of certain amendments to contracts and rescinding Resolution 2017-159.

EXECUTIVE SUMMARY

On June 15, 2017, the Council adopted Resolution No. 2017-159, establishing procedures for the approval of certain amendments to contracts. While the resolution was intended to address materials, supplies and service agreements, the resolution as adopted would technically include professional consulting services as well, which was not the intent of the June 2017 agenda item. Staff therefore recommends that the Council adopts this new resolution clearly stating that this resolution does not apply to professional consulting service agreements. With adoption of the new resolution, the delegated authority will be properly restored to provide $50,000 of authority to the City Manager, with Council approval required for any consulting agreements over $50,000 or amendments to agreements which bring the total over $50,000.

BACKGROUND

The City Council adopted Resolution No. 2017-159 on June 15, 2017, establishing procedures for the approval of certain amendments to contracts. The resolution established multiple approval thresholds, consistent with requirement contracts and construction contracts, at different dollar amounts for amendments to agreements for purchasing materials, supplies, equipment, or services.
