Approve a Cooperative Purchase Agreement in the amount of $112,960.00 per year for a four year period with Cal/Amp Radio Satellite Integrators, Inc., for air time and maintenance of global positioning system/automated vehicle location equipment in City vehicles. (Bid File 9285) (Citywide)

RECOMMENDATION
Staff recommends that City Council approve the attached Cooperative Purchase Agreement in the amount of $112,960.00 per year for a four year period with Cal/Amp Radio Satellite Integrators, Inc., in conjunction with the National Joint Powers Alliance Agreement (NJPA) for air time and maintenance of global positioning system/automated vehicle location (GPS/AVL) equipment in City vehicles for the Water, Wastewater Management and Code Enforcement Divisions; and authorize the City Manager, or designee, to sign agreement on behalf of the City.
EXECUTIVE SUMMARY
Since 2007, the Department of Public Utilities and the Development and Resource Management Department, Code Enforcement Division, have been utilizing GPS/AVL equipment in City vehicles to track the vehicle locations allowing improved dispatch operations, quicker response time, route planning, and elimination of duplicate call-outs. The existing contract with Cal/Amp Radio Satellite Integrators expired on April 29, 2018.
The attached Cooperative Purchasing Agreement allows the City to piggyback onto the NJPA Contract, to establish pricing for air time and maintenance of GPS/AVL equipment in City vehicles.
The Cooperative Purchase Agreement was originally approved by Council on March 1, 2018; however, the existing NJPA base agreement was inadvertently not included as an exhibit and made a part of the Cooperative Purchase Agreement. The entire agreement is attached to this report, and staff is recommending Council approve the Cooperative Purchase Agreement to “bridge” the NJPA Agreement to the City. The City Attorney has reviewed and approved to form, and the City Manager, or designee, is authorized to sign agreement on behalf of the City.
BACKGROUND
On May 1, 2007, Council awarded a contract to install GPS/AVL equipment in 340 City vehicles being used by the Department of Public Utilities and the Development and Resource Management Department’s Building and Code Enforcement Divisions. These modules are used to track the vehicle locations allowing improved dispatch operations, quicker response time, route planning, and elimination of duplicate call-outs.
The May 2007 contract was for the installation of the modules, work station software, server software, training, and network air time. The GPS/AVL software uses the City of Fresno’s mapping as the background for the GPS, insuring that the mapping will be the most up to date. The original contract with Cal/Amp Radio Satellite Integrators was for five years through April of 2013. The contract was subsequently amended in April 2013 for five years and expired on April 29, 2018.
To continue GPS/AVL service, staff is recommending approval of a Cooperative Purchase Agreement to the NJPA Invitation for Bid #022217. Under the Cooperative Purchase Agreement the costs for installation of the GPS/AVL equipment is $95.00 per vehicle, and web tracking service per vehicle is $21.50 per month. The total cost per year for Water, Wastewater Management, and Code Enforcement Divisions is $112,960.00. The Cooperative Purchasing Agreement and Job Order Contract with the NJPA (Original Government Contract) are for multiple years and will expire on June 1, 2021.

ENVIRONMENTAL FINDINGS
This item is not a project as defined by the California Environmental Quality Act.
LOCAL PREFERENCE
Local Preference was not implemented because this item was procured through a Cooperative Purchasing Agreement.
FISCAL IMPACT
There is no impact to the General Fund. Appropriations for the Cooperative Purchase Agreement have been included in the FY 2018 budgets for the Water, Wastewater Management and Code Enforcement Divisions.
