RECOMMENDATIONS

 

Staff recommends that the City Council adopt an addendum to the 2002 Copper River Ranch Environmental Impact Report No. 10126, award a construction contract in the amount of $852,502 to Dawson-Mauldin Construction, Inc., from Selma, California, as the lowest responsive and responsible bidder for the Copper Avenue Trail Phase 2 and 3 - Cedar Avenue to Chestnut Avenue Project and authorize the Public Works Director or designee to sign the contract on behalf of the City of Fresno.

 

EXECUTIVE SUMMARY

 

The City of Fresno seeks to construct a multipurpose trail along the north side of Copper Avenue from Cedar Avenue to Chestnut Avenue.  The scope of work will include construction of an asphalt concrete trail, landscaping, irrigation, trail striping, markings, signage and expressway barrier fencing.  The project will extend the existing Copper Avenue Trail by a full mile, providing connectivity between various land uses, an alternative mode of travel and an amenity for the community.  The project is locally funded by Copper River Development Fees and Measure “C” Trail funding.

 

BACKGROUND

 

The Copper Avenue Trail Project was initiated in FY12 when the City Council adopted the annual capital budget and appropriated local funds for the project.  Phase 1 of the trail, from Friant Road to Cedar Avenue was constructed in 2015.  The design of Phase 2 & 3, from Cedar Avenue to Chestnut Avenue, was initiated following the execution of the consultant contract with Provost & Pritchard Consulting Group, Inc. on May 2, 2016.  The Phase 2 & 3 preliminary engineering design and right-of-way acquisition took approximately 23 months to complete, due to a complicated easement along the PG&E substation property. During that time, Community Facilities District No. 15 was successfully established which will provide for the maintenance of the Copper Avenue Trail upon completion.

 

The Project consists of a multipurpose trail as well as landscape and irrigation along the north side of Copper Avenue from Cedar Avenue to Chestnut Avenue.  The work will include construction of a trail including excavation, subgrade preparation, finish grading, asphalt concrete paving, landscaping, irrigation, street paving, aggregate base, markings, signage and expressway barrier fencing.

 

On April 6, 2018 a Notice Inviting Bids was posted on the City’s website and faxed to ten (10) building exchanges. The specifications were distributed to eight (8) prospective bidders.  Six (6) sealed bid proposals were received and opened in a public bid opening on May 1, 2018. Bids ranged from $852,502 to $986,383. Dawson-Mauldin Construction, Inc. which submitted the bid in the amount of $852,502 was determined to be the lowest responsive and responsible bidder for the project.  The bids will expire in 64 days of the bid opening on July 4, 2018.  If the bids are rejected, the project will be rebid resulting in a delay of approximately 60 days.

 

Staff recommends City Council award a construction contract for $852,502 to Dawson-Mauldin Construction, Inc. as the lowest responsive and responsible bidder for the Copper Avenue Trail Phase 2 and 3 - Cedar Avenue to Chestnut Avenue Project and authorize the Public Works Director or designee to sign the contract on behalf of the City of Fresno.

 

ENVIRONMENTAL FINDINGS

 

Staff has completed an addendum dated May 16, 2018 to the 2002 Copper River Ranch EIR No. 10126 (SCH2000021003) which was previously approved by Council on June 3, 2003.  The 2002 Copper River Ranch Program EIR was a program level document and therefore detail of the trail design was not previously included.  Since the proposed project simply involves minor modifications to a project that was previously analyzed in the previous EIR and for which the same purpose, location and alignment was planned and contemplated within the current Fresno General Plan adopted subsequent thereto on December 18, 2014 and the Active Transportation Plan adopted subsequent thereto on March 2, 2017, it has been determined that: (1) The project falls within the scope of Copper River Ranch Program EIR; (2) no substantial changes are proposed in the project which require major revisions to the previous environmental finding due to involvement of new significant environmental effects or a substantial increase in the severity of previously identified significant effects; (3) no substantial changes will occur with respect to circumstances under which the project is undertaken; and, (4) no new information, which was not known and could not have been known, at the time the environmental finding for Copper River Ranch Program EIR was adopted, has become available.

 

Therefore, the City of Fresno has determined that an addendum to Copper River Ranch Program EIR is appropriate given that none of the conditions described in Section 15162 of the CEQA Guidelines calling for preparation of an environmental document have occurred; and new information added is only for purposes of providing details, in accordance with Section 15164 of the CEQA Guidelines.

 

LOCAL PREFERENCE

 

Local preference was not implemented for this project because the lowest responsive and responsible bidder is a local business.

 

FISCAL IMPACT

 

The Copper Avenue Trail Phase 2 and 3 from Cedar to Chestnut Avenues is located in Council District 6. The overall cost of these phases is $1,050,802 and is locally funded by Copper River Development Fees for the Copper Avenue street work; and Measure “C” Trail funding for the multipurpose trail. The project will have no impact to the General Fund. Of the overall budget of the project, $852,502 will be used for the construction contract award.
