Approve a 10-year agreement with the California Office of Emergency Services (Cal OES) to accept a 2017 HME AHREMS-FOX Type II Hazardous Materials Vehicle and related equipment.  The vehicle and equipment will be utilized by the Fresno Fire Department for local and mutual aid deployments that involve Haz-Mat emergencies.

RECOMMENDATION

 

It is recommended Council approve a 10-year agreement with the Cal OES to accept a 2017 HME AHREMS-FOX Type II Hazardous Materials (Haz-Mat) Vehicle and related equipment.  The State will transfer control and custody of the Haz-Mat vehicle and equipment to the Fresno Fire Department for utilization for local incidents and mutual aid deployments that involve Haz-Mat emergencies.

 

EXECUTIVE SUMMARY

 

Cal OES is in the process of transferring Haz-Mat vehicles and equipment to selected local jurisdictions for improved response for local Haz-Mat emergencies and for responses involving Cal OES mutual aid emergencies.  In 2017, Cal OES provided training to Fresno Fire Department members on the use of the vehicle and equipment.  With the training and acceptance of this apparatus, the department will be in a much improved position to respond to Haz-Mat emergencies.  This vehicle will not only respond to State OES emergencies, but can also be used for hazardous materials incidents within the City and surrounding service areas.

 

BACKGROUND

 

On June 15, 2017, the City Council approved a contract between the City of Fresno and Cal OES.  Under the contract, the Fresno Fire Department participated in a training program for Type II Hazardous Materials Apparatus as part of the Cal OES Haz Mat program.  Under that contract, the Fresno Fire Department received commensurate training to staff for said equipment the subsequent transfer of said equipment under this 10-year agreement.  Cal OES funded $373,481 in training costs as part of that training program.

 

The Cal OES, Fire, Rescue and Haz-Mat Program was developed to provide additional response capability and fill in the gaps across the state where there is limited or no response capability for Hazardous Materials.  As a part of this program, Cal OES is distributing Type 2 Haz Mat Emergency Response Vehicles.  Each of the vehicles has all required FIRESCOPE Type 2 standardized equipment.  In addition, Cal OES coordinated all of the required training for personnel who were not trained to the Specialist level for a FIRESCOPE Type 2 Haz Mat Response.  This program mirrors the Cal OES Engine program for response and maintenance.  With the training received, the Fresno Fire Department can accept the equipment and will be ready to deploy for Haz-Mat emergencies.

 

By accepting the transfer of the Haz-Mat vehicle and equipment, the Fresno Fire Department assumes responsibility to operate and maintain such equipment including all operating costs and routine maintenance.  Repair bills up to $100 will be the responsibility of the Fresno Fire Department and repair bills over $100 will be the responsibility of Cal OES.

This item is not a project pursuant to CEQA Guidelines section 15378.

 

LOCAL PREFERENCE

 

Local preference was not implemented because this item is no an award of a construction or services contract.

 

FISCAL IMPACT

 

There will be no fiscal impact to the General Fund in Fiscal Year 2018.  The vehicle and equipment will be placed in service on or after July 1 following inspections and additional operational and maintenance training. Funding for maintenance has been included in the FY 2019 Proposed budget.
