RECOMMENDATION

 

Staff recommends that the City Council approve the three-year Agreement between the City of Fresno (through the PARCS department) and the Boys and Girls Clubs of Fresno County to continue as the lead operator for providing recreational programming at the Fink White Neighborhood Center.

 

EXECUTIVE SUMMARY

 

For the past eight years, the City has collaborated with the Boys and Girls Clubs of Fresno County with providing recreational activities at the Fink White Neighborhood Center.  The attached agreement will continue the partnership for three years and includes the option to renew for an additional two years.

 

The Agreement provides details of the agreed upon service and expectations of both parties as it relates to providing recreational and other related activities at the Fink White Neighborhood Center located at 535 S. Trinity Avenue, Fresno, CA 93706 (District 3).

 

In summary, the primary responsibility of the City will be the general maintenance of buildings and green space, and covering the costs of gas, electricity, water, sewer, and garbage.  However, as outlined in the agreement, if the monthly gas and electricity expense at the Center exceeds 5% of the expense for that same month in the prior fiscal year, the Boys and Girls Clubs of Fresno County will be held responsible to pay for the difference.

 

The primary responsibility of the Boys and Girls Clubs of Fresno County is to provide diverse and comprehensive recreational activities, programs and events.

 

BACKGROUND

 

Since July 2012, the City of Fresno’s PARCS Department and the Boys and Girls Clubs of Fresno County have been partners with the recreational offerings and operation of the Fink White Neighborhood Center. Over these past 8 years, the Boys and Girls Club of Fresno County has demonstrated the ability to manage the facility and has exceeded the City’s expectations with regard to the level of programming being provided at the Fink White Neighborhood Center.

 

As with the previous agreement, the Boys and Girls Club will act as the lead operator and the City will augment this effort by continuing to provide two temporary services aides already assigned to the facility. Approval of this agreement will allow both entities to continue working collaboratively to provide quality recreational programs to the participants of the Fink White Neighborhood Center.

 

ENVIRONMENTAL FINDINGS

 

This license agreement is not a project for the purposes of the California Environmental Quality Act.

 

LOCAL PREFERENCE

 

Local preference was not implemented because this item does not include the award of a construction or services contract.

 

FISCAL IMPACT

 

Approval of the attached agreement will have no additional impact to the General Fund. Facility maintenance, utilities, and field/ landscape maintenance have been budgeted at the appropriate level and consistent with all other Neighborhood Centers. As noted above, gas and electricity expenses incurred at Fink White that are more than 5% above current levels will be the responsibility of the Boys and Girls Club and reimbursed to the City.
