Staff recommends Council award a cooperative purchase contract to Graybar Electric of St. Louis, Missouri, in the amount of $362,835.60, for security cameras and associated equipment to be installed along the Bus Rapid Transit (BRT) corridor and at the Manchester and Courthouse Park Transit Centers.
EXECUTIVE SUMMARY
The Department of Transportation (FAX) seeks to improve security and safety along the BRT corridor and at its two major transit centers. In order to complete this goal, FAX requests to purchase 245 high definition security cameras and associated equipment for the transit system. Cameras will be installed along the BRT corridor and at the Manchester and Courthouse Park Transit Centers. These security cameras will integrate with and expand the City’s video policing system monitored by both FAX and the Police Department’s Real Time Crime Center. These improvements are a part of FAX’s efforts to improve service.
BACKGROUND
On February 19, 2018, FAX launched its first BRT service with 52 stations, supporting 10-minute frequencies along the Blackstone and Kings Canyon/Ventura corridors. Along with the implementation of the BRT system, FAX invested in the reconstruction of its two major transit centers, Manchester Transit Center and Courthouse Park Transit Center. These investments include new ticket vending machines, real-time digital display signs, information kiosks, modern passenger furnishings, and shelters. These projects also included infrastructure to support the future installation of a security camera system.
FAX seeks to continue implementing service improvements and attract ridership by increasing passenger safety and deter crime along the BRT corridor. In order to complete this goal, FAX requests to purchase 245 high definition security cameras and associated equipment for this purpose. FAX will install a total of 156 security cameras at the 52 BRT stations and an additional 16 security cameras will be installed at select intersections along the corridor. A total of 73 security cameras will be installed at the Manchester and Courthouse Park Transit Centers. Each camera will be strategically positioned to improve security for customers walking to and from the transit stations and shelters.
The security camera system will allow for real time monitoring by FAX and the City’s video policing Real Time Crime Center. This major addition to the City’s video policing system will expand upon the 185 existing security cameras installed throughout the city. The extension of this system will provide real-time support to Fresno Police and Fire Departments.
The addition of these cameras will provide significant benefit to the City and FAX’s customers. These benefits include:
• Provide a safer environment for FAX customers and general public.
• Provide the feeling of a safe and secure place to wait for a bus.
• Protect city assets from vandalism and graffiti.
• Deter criminal activities and acts of terrorism.
• Expand the City’s video police network by including the transit system in the Real Time Crime Center.
• Expanding response capabilities of first responders to criminal activities and ShotSpotter gunshot detection.
The installation of the station cameras will be performed through an informal contract using the Job Order Contract program. The networking equipment will be installed by the City of Fresno Information Services Department and the Public Works Department will install cameras located at traffic intersections.
FAX will be utilizing a competitively solicited cooperative procurement process with Graybar Electric of St. Louis, Missouri, administered by U.S. Communities Government Purchasing Alliance. The award of this purchase contract is $362,835.60. This price includes the U.S. Communities discount applied to city purchases.
ENVIRONMENTAL FINDING
By the definition provided in the California Environmental Quality Act Guidelines Section 15378, the award of this contract is exempt from the California Environmental Quality Act requirements.
LOCAL PREFERENCE
Local preference is not applicable because the City is not issuing a Request for Quote for this cooperative purchase contract.
FISCAL IMPACT
There is no fiscal impact to the General Fund from this request. This purchase is funded by Proposition 1B transit-specific security funding and FAX capital funding already included in the department FY19 capital budget.
