RECOMMENDATION
Staff recommends that City Council adopt a finding of a Categorical Exemption per staff determination, pursuant to Section 15301(c) Class 1 of the CEQA Guidelines and award a construction contract to Avison Construction, Inc., of Madera, California in the amount of $519,882.00 as the lowest responsive and responsible bidder for the W. North Ave. Asphalt Overlay, S. Fig Ave. to S. Elm Ave. project; and authorize the Public Works Director or designee to sign the contract on behalf of the City.
EXECUTIVE SUMMARY
The City is proposing to overlay W. North Ave. from S. Fig Ave. to S. Elm Ave. The work will consist of a 0.2’ grind followed by a 0.4’ asphalt concrete overlay. This project will correct the existing deteriorated pavement conditions, increase the life of the pavement, and provide a smooth driving surface for the motorist at a reasonable cost.
BACKGROUND
The W. North Ave. Asphalt Overlay, S. Fig Ave. to S. Elm Ave. project was initiated in FY2016 when the City was awarded a Federal grant from the Surface Transportation Program (STPL). The grant funds were obligated and the project was budgeted in the adopted FY2017 Capital Budget by City Council. This project was designed by in-house Public Works staff and engineering design took approximately 5 months to complete.
This project will rehabilitate the street pavement on W. North Ave. between S. Fig Ave. and S. Elm Ave. West North Ave. is a heavily used arterial street that is suffering from pavement deterioration. The proposed overlay project will consist of a 0.2’ deep grind and then applying a 0.4’ thick asphalt concrete overlay. In addition to the paving, the project will replace non-conforming curb returns, replace all signal loops impacted and restripe within the project boundary.
Public Works staff prepared Plans and Specifications and a (Notice Inviting Bids) was published on June 11, 2018 and posted on the City’s website on June 11, 2018. Ten (10) building exchanges were sent Notices Inviting Bids and the specifications were distributed to five (5) prospective bidders. Three (3) sealed bids were received and opened in a public bid opening held at City Hall on July 10, 2018; bid proposals ranged from $519,882.00 to $549,593.00. Avison Construction, Inc., of Madera, California, submitted the lowest bid in the amount of $519,882.00 and was determined to be the lowest responsive and responsible bidder. The apparent low bid price was 22% below the Engineer’s Estimate. Bids will expire within 64 days after the bid opening, on September 12, 2018. If the bids are rejected or expire, the project will be rebid, resulting in a delay of approximately 60 days.
Staff recommends award of a construction contract to Avison Construction, Inc., in the amount of $519,882.00 for the W. North Ave. Asphalt Overlay, S. Fig Ave. to S. Elm Ave. project and to authorize the Public Works Director or designee to sign and execute the contract on behalf of the City of Fresno.
ENVIRONMENTAL FINDINGS
Staff performed a preliminary environmental assessment of this project and has determined that it falls within the Categorical Exemption set forth in CEQA Guidelines, Section 15301 (c) Class 1 which exempts the repair and maintenance of existing facilities that involves negligible or no expansion of an existing use. This exemption applies because this project involves the resurfacing of an existing roadway and does not involve the expansion of the roadway to accommodate additional traffic. The purpose of the project is to increase the life of the pavement and provide a smooth driving surface for motorists. Furthermore, staff has determined that none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this project.
LOCAL PREFERENCE
The local preference was not implemented because this Project is funded with a federal grant.
FISCAL IMPACT
The project is located in Council District 3 and Fresno County. The overall cost for the project is $774,920 and is funded by the Federal Surface Transportation Program combined with SB1 funds. The SB1 funding for the project is available in the City’s existing accounts and was included in the FY2018 list of projects for SB1 revenues, as adopted by the Council. This project will not have any impact to the City of Fresno’s General Fund. Of the overall budget of the project, $519,882 will be used for the construction contract award. No additional appropriations are needed for this project.
