RECOMMENDATION

 

Staff recommends that the City Council adopt a finding of Categorical Exemption per staff determination, pursuant to Section 15301 of the California Environmental Quality Act (CEQA) Guidelines and award a construction contract with American Paving Company of Fresno, California in the amount of $255,715  as the lowest responsive and responsible bidder for the Bridge Preventive Maintenance Program, Phase 1 project; and authorize the Public Works Director or designee to sign the standardized contract on behalf of the City.  

 

EXECUTIVE SUMMARY

 

Bridge Preventive Maintenance Program, Phase 1 project will implement preventive maintenance improvements on four bridges within the City of Fresno. The preventive maintenance includes scour mitigation, replacing missing joint seals, fixing damaged asphalt and concrete approach slabs, concrete wingwalls, sidewalks, median islands, and treating the concrete bridge decks with methacrylate crack sealant.

 

The four bridges are:

                     Clovis Avenue Bridge (Br. No. 42C-0032) over Fancher Creek, north of Huntington Blvd.

                     Belmont Avenue Bridge (Br. No 42C-0130) over Dry Creek, east of Broadway

                     Jensen Avenue Bridge (No. 42C-0136) east of Golden State Boulevard

                     Chestnut Avenue Bridge (Br. No. 42C-0224) over Mill Ditch, south of McKinley Avenue.

 

BACKGROUND

 

Bridge preventive maintenance is typically applied to bridge elements on structures with significant remaining service life. As a major component of bridge preservation, preventive maintenance is a strategy of extending the service life by applying cost-effective treatments to structurally sound bridges. The concept of preventive bridge maintenance suggests that many relatively small repairs and activities are performed to keep the bridge in good condition, retard future deterioration, and avoid large expenses in major bridge rehabilitation or bridge replacements.

 

Candidate bridges for preventive maintenance were selected and ranked based on average daily traffic (ADT) volumes crossing each bridge. The top four ranking bridges on this list of candidate bridges were inspected, and deficiencies were identified. One of the original candidate bridges, the H Street overpass of Fresno Street, was eliminated from the program as it was identified for removal and intersection reconstruction as part of the High Speed Rail project. The Jensen Avenue Bridge, east of Golden State Boulevard was included as a replacement in this phase 1 project. 

 

Staff prepared bid documents with a scope that included preventive maintenance treatments needed to correct identified deficiencies. The Notice Inviting Bids was published in the Business Journal on June 20, 2018, posted on the City’s website and faxed to twelve (12) building exchanges.  The specifications were distributed to six (6) prospective bidders.  Two (2) sealed bid proposals were received and opened in a public bid opening on August 14, 2018.  Bids ranged from $255,715 to $333,333.  American Paving Company, which submitted a bid in the amount of $255,715, was determined to be the lowest responsive and responsible bidder for the project.

 

The lowest responsive and responsible bidder submitted a price 5% higher than the Engineers Estimate.  The Project will be completed 45 working days after the issuance of the notice to proceed.  The bids will expire 64 days after the bid opening on Wednesday, October 17, 2018.

 

Staff is recommending that the Council award a construction contract with American Paving Company of Fresno in the amount of $255,715 for the Bridge Preventive Maintenance Program, Phase 1 project, and authorize the Public Works Director or his designee to sign and execute the standardized contract on behalf of the City of Fresno.

 

The Bridge Preventive Maintenance Program, Phase 1 project was initiated in FY14 when the City was awarded a Federal grant from the Bridge Preventive Maintenance Program (BPMP).  The grant funds were obligated and the project was budgeted in the adopted FY15 Capital Budget by City Council.  The design started following the Council approval of the consultant contract with Biggs Cardoza Associates, Inc. on 05/26/2016.  The preliminary engineering design took approximately 23 months to complete. All work will be completed within the existing street right-of-way and no additional right-of-way is required for this project.

 

ENVIRONMENTAL FINDINGS

Staff has performed a preliminary environmental assessment of this project and has determined that it falls within the Categorical Exemption set forth in CEQA Guidelines, Section 15301/Class 1 of the State Guidelines.  Section 15301/Class1 consists of the minor alteration of existing of public structures and facilities, including, existing streets, sidewalks and similar facilities that involve negligible or no expansion beyond current use exempt from CEQA requirements. No adverse environmental impacts will occur as a result the proposed project. Staff has determined that none of the exceptions as set forth in Section 15300.2 of the CEQA Guidelines apply to this project.

 

LOCAL PREFERENCE

 

Local preference was not implemented based on the conditions of the Federal Bridge Preventive Maintenance Program grant.

 

FISCAL IMPACT

 

The Bridge Preventive Maintenance Program, Phase 1 project is located in Council Districts 3, 5 and 7.  The overall cost of the project is $430,200 and is funded by the Federal Bridge Preventive Maintenance Program.  The project will have no impact to the General Fund.  All funds necessary for the contract award are included in the current fiscal year budget as previously adopted by the Council.
