RECOMMENDATION

Staff recommends that the City Council reject a proposal submitted by California Waters Development, Inc., of Yorba Linda, California, in the amount of $688,544 for Water Fountain Maintenance Services.

EXECUTIVE SUMMARY

Staff distributed a request for proposals for water fountain maintenance services to provide ongoing fountain maintenance and repairs on the sixteen fountains located on the newly reconstructed Fulton Street and the fountain located at City Hall. The City of Fresno received just one (1) proposal from California Waters Development, Inc., in the amount of $688,544 for services over a two-year period. Staff does not believe the City of Fresno received a competitive cost proposal for the project and is therefore recommending rejection of the proposal from California Waters Development, Inc.

BACKGROUND

The City of Fresno invested nearly $4 million to reconstruct the fountains as part of the Fulton Street project. It is now critical to implement a maintenance program to insure the care of the City's investment and provide a Main Street that will spur the revitalization effort. The City of Fresno was seeking maintenance services from a professional vendor for the newly reconstructed fountains on Fulton Street, along with the City Hall fountain. Staff prepared request for proposal documents with a scope that included specific maintenance tasks and frequencies for those tasks that included daily debris removal and regular filter changes.
