Staff recommends Council approve the award of a purchase contract to Swanson-Fahrney Ford for the purchase of six Ford F-350 cab and chassis trucks in the amount of $165,214.74.

 

EXECUTIVE SUMMARY

 

The Water Division requests approval to purchase six Ford F-350 cab and chassis trucks to replace units that are past their useful life in both age and mileage.  The new units will be utilized by the Water Division maintenance team to travel throughout the city inspecting and performing repairs to the water system.  The six replacement trucks will be purchased through the approved competitive bidding process at a cost of $27,535.79 per unit.

 

BACKGROUND

 

The Water Division, under the Department of Public Utilities, is responsible for delivering safe and reliable drinking water to approximately 500,000 Fresno residents.  This mission is accomplished through continuous system operations that are constantly monitored, maintained, and constructed to meet strict federal and state water regulations.  This includes repairs and maintenance of 1,853.50 miles of water mains, 13,486 fire hydrants, 20,104 water valves, and 146,218 service lines that provide life sustaining water to City and County residents over a 114 square mile area.

 

These new trucks will allow the Water Division teams to safely and reliably travel throughout the city maintaining pump stations, acting as support for large projects, and independently operating as “on call” services when needed.  Each truck will be equipped with a service body to house all necessary tools to perform and complete inspections, services, and repairs on site.  The specified F-350 cab and chassis trucks give the operators the needed capacity to perform their tasks efficiently, while retaining a modest wheelbase capable of navigating smaller streets and alley ways.

 

Competitive bids were solicited for six Ford F-350 cab and chassis trucks on August 13, 2018; two bids were received and reviewed.  Following the approved procurement process, Swanson-Fahrney Ford was determined to be the lowest responsive and responsible bidder with a bid price of $27,535.79 per unit.  This price includes delivery and sales tax at 7.975 percent.

 

ENVIRONMENTAL FINDING

 

By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the award of this contract does not qualify as a “project,” as defined by CEQA.

 

LOCAL PREFERENCE

 

Swanson-Fahrney Ford is a local business pursuant to FMC 4-108.

 

FISCAL IMPACT

 

The General Fund will not be used to purchase these items.  The funding to cover the purchase cost of the requested six Ford F-350 cab and chassis trucks has been included in the FY19 adopted budget under the Fleet Replacement Fund.
