RECOMMENDATION

 

Staff recommends the Council authorize the City of Fresno PARCS Department to: (1) accept a grant of $39,000 cash and $12,750 in product (Field Equipment and Player Kits) for a total of $51,750 from the United States Soccer Federation Foundation, Inc. to continue the Soccer for Success program, (2) authorize PARCS Director or designee to sign all necessary documents to accept and implement the grant, subject to prior approval as to form by the City Attorney’s Office, and, (3) adopt the 8th amendment to the Annual Appropriation Resolution No. 2018-157 to appropriate $39,000 from the United States Soccer Federation Foundation Inc. to continue the Soccer for Success program and to accept product in the amount of $12,750.

 

EXECUTIVE SUMMARY

 

In 2017-18, the City of Fresno PARCS Department was awarded a grant valued at $121,900 ($96,900 cash award) from the Foundation to implement the evidence-based Soccer for Success program. The program is offered free of charge to participants and promotes making healthy lifestyle choices through mentorship, education and physical activity.

 

With the continued $39,000 cash funding and $12,750 in product equipment award in FY19, PARCS will continue to supplement and enhance core recreation, fitness and nutrition programming at Holmes and Romain playgrounds for 750 youth over two 12-week sessions resulting in a 24 week youth soccer season.

 

BACKGROUND

 

Soccer for Success is an evidence-based, after-school program offered free to participants to help youth establish healthy lifestyle habits and develop critical life skills.  The program is taught by trained coach-mentors through a holistic approach that encourages family engagement and support. In 2017-18, the City of Fresno PARCS Community Services Division trained the following groups:

 

                     946 SPARK students (afterschool Sports Play and Active Recreation for Kids program);

                     255 neighborhood park youth;

                     141 students enrolled in the Weekend Recreation & Fitness Program (WR&FP). 

 

This year, through this program, PARCS commits to operating Soccer for Success three days per week consisting of 60 minutes of moderate to vigorous physical activity and will operate the program for  two 12-week sessions equaling a full 24 week youth soccer season.  Previously, PARCS operated 1 full 24 week youth soccer season in FY 2016-17; 2 full 24 week youth soccer seasons in FY 2017-18; and will offer 2 full 24 week youth soccer seasons in FY18-19.

 

The 2018-19 grant allows PARCS the opportunity to introduce a new cohort of Fresno City youth and children to the benefits of improving health and social outcomes, particularly in underserved communities. 

 

PARCS will also integrate a nutrition and family engagement component via curriculum provided by the Foundation. To assist the Foundation in assessing the efficacy of its curriculum and programming, PARCS staff will conduct nutrition and youth development surveys with participants.  The program will serve at least 750 participants from 6 to 15 years of age.  Program implementation sites include Holmes and Romain playgrounds.

 

ENVIRONMENTAL FINDINGS

 

By the definition in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the program does not qualify as a “project” as defined CEQA.

 

LOCAL PREFERENCE

 

Local preference was not considered because this Resolution does not include a bid or award of a construction or services contract.

 

FISCAL IMPACT

 

There is no fiscal impact to the General Fund. The grant funds will cover the direct costs of program.
