RECOMMENDATION

 

Staff recommends Council approve a First Amendment to the professional consultant agreement with Stantec Architecture, Inc. (Stantec), to provide additional design and engineering services necessary to replace the Department of Transportation’s Administration Building’s HVAC equipment, and expand network and security requirements (the Facilities Improvement Project), increase the agreement amount by $105,077.75, and authorize the Director of Transportation or designee to execute all related documents.

 

EXECUTIVE SUMMARY

 

The Department of Transportation/FAX seeks an amendment to the existing professional consulting agreement with Stantec for additional design and engineering services necessary to support the Facility Improvement Project, at a cost of $105,077.75, for a total contract value of $1,113,067.99. This Project will provide improvements to the bus wash, entry gates, vaulting operations, solar generation, fire alarm systems, and increase the efficiency of the staff parking lot.

 

BACKGROUND

 

FAX entered into a consultant agreement with Stantec on April 19, 2018, to provide design and engineering services for the Facilities Improvement Project.  The scope of the project includes improvements to the existing facilities located at 2223 G Street.  The scope of work included upgrades to the fire alarm system, new fare collection, expansion of the existing bus wash area, replacement of end-of-life equipment in the bus wash, entry gate reconfiguration, electric bus charging infrastructure, and redesign of the employee parking area.  These improvements were all intended to make the facilities safer and more efficient for employees.

 

The existing HVAC equipment was originally installed in the 1980s and is not only past its useful life but also utilizes technologies that are expensive to maintain and highly inefficient compared to modern systems.  In October 2018, FAX was awarded FTA 5339 funds specifically to improve the HVAC system for the administration building.  This award allows FAX to replace the existing HVAC equipment, which is located in the staff parking lot next to the administration building, with more efficient equipment resulting in reduced operating and utility expenses.  Additional engineering design and analysis of the existing structure are required to support the new equipment loads.  The relocation from the staff parking lot to the rooftop will allow for the staff parking lot to be expanded and generate an increased number of stalls for staff use.

 

Continued analysis of the existing facilities has revealed new areas where network connectivity and facility-wide security could be improved.  In order to incorporate these improvements, additional low-voltage scope is required.  These improvements are focused on the upgraded vault room building and bus wash area.  By making these changes to the scope, access to sensitive areas will be better controlled and monitored and staff will be better protected in the event of an incident. 

 

The City Attorney has reviewed the amendment and approved it as to form.

 

ENVIRONMENTAL FINDING

 

This is not a “project” for the purpose of CEQA pursuant to CEQA Guidelines Section 15378.

 

LOCAL PREFERENCE

 

Local preference was not considered as this is an amendment being sought for an existing contract.

 

FISCAL IMPACT

 

This project has no fiscal impact to the General Fund.  This amendment will be funded from FTA 5339, FTA 5307, and State of California Prop 1B grants.  Construction is expected to be funded by these same grants.
