RESOLUTION - To authorize submittal of application for payment programs and related authorizations to CalRecycle (Citywide)

RECOMMENDATION
Staff recommends City Council adopt a Resolution authorizing the Director of Public Utilities or designee to submit applications for payment programs to California Department of Resources Recycling and Recovery (CalRecycle), and execute related documents to implement and secure payment related to all available grants for which the City of Fresno is eligible.
EXECUTIVE SUMMARY
The adoption of the above Resolution will ensure the implementation and execution of the grant funded programs currently in progress and those which are of benefit to the City of Fresno and its residents. This action will provide for a continuum of solid waste and recycling activities, including but not limited to outreach events, recycling activities, litter control, oil recycling and other activities in which the Department of Public Utilities, Solid Waste Management Division is involved, and that funding expenditures are applied consistent with State requirements.
Adoption of the above resolution will authorize the Director of Public Utilities, or designee, as the Signature Authority to execute all documents necessary to implement and secure payment. The authorization will be effective until rescinded by the Signature Authority or this governing body.
BACKGROUND
The Solid Waste Management Division has taken advantage of CalRecycle grants since 1994. Grant funds are used each year to promote the importance of recycling of all products, waste minimization, litter abatement, and to support public education and community outreach. In FY18, Solid Waste Management Division collection crews recycled 11,940 gallons of used motor oil and 16,900 filters through the City’s Residential Curbside Collection Program. The Solid Waste Management Division, recycling program has made contact with over 12,850 residents during 53 community outreach events. Our educational events made contact with 44 schools during 99 presentations and engaged with 18,295 students.
ENVIRONMENTAL FINDINGS
Pursuant to California Environmental Quality Act (CEQA) Guidelines section 15378, this is not a project for purposes of CEQA.
LOCAL PREFERENCE
Local preference was not implemented because the adoption of a resolution does not include a bid or an award of a construction or services contract.
FISCAL IMPACT
There will be no fiscal impact to the General Fund or any City operating funds associated with the recommended action. This project will benefit city-wide.
