RECOMMENDATIONS

 

Staff recommends that City Council:

1.                     Adopt Finding of Conformity to MEIR SCH No. 2012111015.

2.                     Adopt a Resolution of the Council of the City of Fresno adopting the 22nd Amendment to the AAR appropriating $1,200,000 for the construction of the PDSE Substation.

3.                     Award a construction contract to Klassen Corporation for $6,405,000 for the PDSE Substation project and authorize the Public Works Director or designee to sign and execute the standardized contract on behalf of the City of Fresno.

 

EXECUTIVE SUMMARY

 

The service calls for the Police Department in the current Southeast Substation have grown significantly over the years, and now the current substation cannot accommodate the number of staff required to respond efficiently and effectively to the calls received.  This construction contract with Klassen Corporation will allow a new, larger and more modern substation to be built that is more centrally located to the Southeast Policing District. The new facility will provide the required space and amenities for staff to perform their duties more timely and effectively, and to accommodate the planned growth within this part of the community.

 

BACKGROUND

 

The Fresno Police Department is in need of a new Southeast Substation that is more centrally located within the Southeast Policing District.  The current Southeast Substation is not centrally located and is not well equipped for the number of staff that utilizes the station.  The construction of this new Southeast Substation will allow faster responses throughout the southeast section of Fresno while accommodating the staff necessary to do so.

 

On August 24, 2017, Council approved the First Amendment to Agreement with Scott Beck Architect to complete the design of the new PDSE Substation.  On September 28, 2017, Council approved a Consultant Agreement with Blair, Church & Flynn Consulting Engineers to design the utilities and site-work for the new PDSE Substation.  Plans and specifications were developed and a Notice Inviting Bids was published in the Business Journal on July 27, 2018, and posted on the City’s website and faxed to ten (10) building exchanges.  The specifications were distributed to seven (7) prospective bidders.  Two (2) sealed bid proposals were received and opened in a public bid opening on August 28, 2018.  The two bids were $7,505,000 and $7,800,000 for the Total Base + Add Alternates - Deduct Alternates. 

 

Staff is recommending that Council adopt Finding of Conformity to the MEIR, adopt the 22nd Amendment to the AAR appropriating $1,200,000 and award a construction contract to Klassen Corporation, of Bakersfield, CA, for the Base Bid amount of $6,515,000 less the two deductive alternates total <$110,000> for a total contract amount of $6,405,000 for the PDSE Substation project; and to authorize the Public Works Director or designee to sign and execute the standardized contract on behalf of the City of Fresno.

 

ENVIRONMENTAL FINDINGS

 

Staff has determined that the project is within the scope of the MEIR SCH No. 2012111015 prepared for the Fresno General Plan adopted by the Fresno City Council on December 18, 2014, and has filed EA-16-011 with the Fresno County Clerk’s office on July 1, 2016.  Staff recommends that the Council, based upon its own independent judgment, adopt a Finding of Conformity to the MEIR SCH No. 2012111015 per Staff determination for the PDSE Substation Project.

 

LOCAL PREFERENCE

 

Local preference was not implemented because neither of the two bidders is local.

 

FISCAL IMPACT

 

The project, which is located in Council District 5, is estimated to be approximately $7.4 million including soft costs and contingencies.  The approved FY19 Police Department Budget includes $5.8 million for the construction of the PDSE Substation, the 22nd Amendment to the AAR appropriates an additional $1.2 million for the construction of the PDSE Substation, and the remaining balance of $400,000 will be included in the Police Department FY20 Budget request.
