Approve an agreement for Professional Engineering Services with Cornerstone Structural Engineering Group, Inc. for $82,068 plus a $7,500 contingency for design and construction support services for the Bridge Preventive Maintenance Program, Phase 2 Project. (Council Districts 3, 4, 5, and 7)

RECOMMENDATION
Staff recommends approval of an agreement for Professional Engineering Services with Cornerstone Structural Engineering Group Inc., for $82,068 plus a $7,500 contingency for the design and construction support phases of the Bridge Preventive Maintenance Program, Phase 2 Project, and to authorize the Public Works Director or designee to sign the agreement on the City’s behalf.
EXECUTIVE SUMMARY
Bridge Preventive Maintenance Program, Phase 2 Project will implement preventive maintenance on five bridges within the City of Fresno. The preventive maintenance treatments will extend the life of five bridges listed below and include bridge maintenance treatments such as scour mitigation, replacing missing joint seals, fixing damaged asphalt and concrete approach slabs, concrete wingwalls, sidewalks, median islands, and treating the concrete bridge decks with methacrylate crack sealant.
The five bridges are:
• Clovis Avenue Bridge (Br. No. 42C-0032) over Fancher Creek, north of Huntington Blvd.
• First Avenue Bridge (Br. No 42C-0198) over Mill Ditch, south of McKinley Avenue
• Van Ness Avenue Bridge (No. 42C-0205) at Olive Avenue
• Maple Avenue Bridge (Br. No. 42C-0217) over Mill Ditch, south of McKinley Avenue.
• Millbrook Avenue Bridge (Br. No. 42C-0611) over Mill Ditch, south of McKinley Avenue.
The City of Fresno applied for Bridge Preventive Maintenance Program (BPMP) funds to fund preliminary engineering and construction of bridge preservation projects throughout Fresno.
BACKGROUND
Bridge preventive maintenance is typically applied to bridge elements on structures with significant remaining service life. As a major component of bridge preservation, preventive maintenance is a strategy of extending the service life by applying cost-effective treatments to structurally sound bridges. The concept of preventive bridge maintenance suggests that many relatively small repairs and activities are performed to keep the bridge in good condition, retard future deterioration, and avoid large expenses in major bridge rehabilitation or bridge replacement.
Candidate bridges for preventive maintenance were selected and ranked based on average daily traffic (ADT) volumes crossing each bridge. As part of the first phase of the Bridge Preventive Maintenance Program (BPMP), the top four ranking bridges on this list of candidate bridges were inspected, and deficiencies were identified. As part of phase two of Bridge Preventive Maintenance Program funding, the next five candidate bridges at the top of the list were identified for preventive maintenance treatment.
Staff prepared and solicited a Statement of Qualifications (SOQ) for engineering services to identify deficiencies and propose preventive maintenance treatments needed to correct these identified deficiencies. Responsive engineering firms were ranked based on their qualifications, and ability to provide these engineering services.
Beginning with the highest ranked firm, proposals were submitted and services were negotiated. Staff has determined that Cornerstone Structural Engineering Group Inc., is the most qualified firm to provide the engineering services requested for this project.
Staff is requesting the approval of the agreement with Cornerstone Structural Engineering Group Inc. of Fresno in the amount of $82,063 plus a $7,500 contingency for the design and preparation of general construction documents for the Bridge Preventive Maintenance Program, Phase 2 Project, and authorize the Public Works Director or designee to sign and execute the standardized contract on behalf of the City of Fresno.
ENVIRONMENTAL FINDINGS
By the definition provided in the California Environmental Quality Act (CEQA) guidelines, this item is not a project for the purposes of CEQA.
LOCAL PREFERENCE
Local preference was not implemented based on the conditions of the State’s Bridge Preventive Maintenance Program grant.
FISCAL IMPACT
The Bridge Preventive Maintenance Program, Phase 2 Project is located in Council Districts 3, 4, 5 and 7. The overall cost of the project is $460,000 and is funded by the State’s Bridge Preventive Maintenance Program and Senate Bill 1 (SB 1) funding. The project will have no impact to the General Fund. All funds necessary for the contract award are included in this fiscal year’s approved City of Fresno budget.
