Title
Actions related to an Extraterritorial Water and Sewer Service and Offsite Infrastructure Agreement with Fresno Humane Animal Services:
1. Adopt a finding of Categorical Exemption pursuant to Class 1 Section 15301(c) (existing facilities) of the California Environmental Quality Act (CEQA) Guidelines for the Extraterritorial Water and Sewer Services for Fresno Humane Animal Services;
2. Approve an Agreement for Extraterritorial Water and Sewer Service and Offsite Infrastructure Agreement with Fresno Humane Animal Services (County of Fresno).

RECOMMENDATION
Staff recommends that the City Council adopt a finding of Class 1 Categorical Exemption, pursuant to Section 15301(c) of the CEQA Guidelines, and approve an agreement between the City of Fresno (City) and the Fresno Humane Animal Services (FHAS) for Extraterritorial Water and Sewer Services and Offsite Infrastructure at a new facility in the County of Fresno (County).
EXECUTIVE SUMMARY
FHAS has filed an application with the County to develop an animal shelter in the vicinity of North Grantland Avenue and North Parkway Drive (Project). The Project lies outside the City's corporate boundaries but within the City's Sphere of Influence (SOI). The attached agreement outlines the provisions for water and sewer service and offsite infrastructure requirements for the proposed project.
BACKGROUND
FHAS desires to develop an animal shelter, including veterinary services and kennels, located along the east side of North Grantland Avenue south of North Parkway Drive (APNs 504-081-02S and -03S).
