Staff recommends approval of an agreement for Professional Engineering Services with Peters Engineering Group for $116,295 plus a $10,000 contingency for the design and construction support phases of the Olive Avenue Streetscape from Roosevelt Avenue to Yosemite Avenue and to allow the Public Works Director or designee to sign the agreement on the City’s behalf.

 

EXECUTIVE SUMMARY

 

The street infrastructure along Olive Avenue from Roosevelt Avenue to Yosemite Avenue, within the Tower District, is in need of repair and upgrade.  The Tower District Specific Plan provides guidelines to improve the pavement, sidewalk and other street amenities while maintaining the physical integrity and historic character of the Tower District.  The City of Fresno applied for a Regional Surface Transportation Program (RSTP) grant to fund professional engineering and construction of the Olive Avenue Streetscape from Roosevelt Avenue to Yosemite Avenue.  The subject consultant agreement will facilitate the design and construction support services necessary to complete the project.

 

BACKGROUND

 

The City of Fresno Public Works Department has identified a need for streetscape restoration along Olive Avenue Streetscape from Roosevelt Avenue to Yosemite Avenue. In February of 2016, the City of Fresno applied for RSTP funds for the design and construction phases of the streetscape restoration project to include high visibility crosswalks, curb extensions, widened sidewalks, new landscaping, minimized driveway curb cuts and median island widening and repair.  The design and improvements will be completed in accordance with the Tower District Specific Plan Design Guidelines.  Approximately one quarter mile of Olive Avenue is in need of streetscape restoration.

 

In accordance with Administrative Order (A.O.) 6-19, staff sent out requests for Statements of Qualifications (SOQ’s) in May of 2018 via U.S. Mail and published on the City’s website. Three SOQ’s were received and staff interviewed the three qualified respondents. Peters Engineering Group was selected as the most qualified consultant and then submitted an acceptable scope and fee proposal for the project.

 

Staff is recommending the approval of the agreement with Peters Engineering Group of Clovis, CA for $116,295 plus a $10,000 contingency for the design of plans, cost estimates and general construction documents for the Olive Avenue Streetscape from Roosevelt Avenue to Yosemite Avenue project, and authorize the Public Works Director or designee to sign and execute the contract, approved as to form by the City Attorney’s Office, on behalf of the City of Fresno. The consultant agreement has been approved as to form by the City Attorney’s Office.

 

ENVIRONMENTAL FINDINGS

 

By the definition provided in the California Environmental Quality Act (CEQA) guidelines, this item is not a project as defined by CEQA.

 

LOCAL PREFERENCE

 

Local preference was not implemented because of conditions of the Federal RSTP Grant.

 

FISCAL IMPACT

 

The project will not impact the General Fund. This contract will be paid for by Federal RSTP grant funds.  The necessary appropriations for this contract and other indirect project costs are included in the adopted City budget for the current fiscal year.
