RECOMMENDATION

 

Staff recommends that the City Council adopt the 26th Amendment to the Annual Appropriation Resolution No. 2018-157 to appropriate $353,900 for City design and construction costs for a traffic signal modification project at the intersection of Perrin Avenue and Liberty Hill Road; and approve an Improvement and Reimbursement Agreement with Clovis Unified School District for the project and authorize the Public Works Director or his designee to execute the agreement on behalf of the City.

 

EXECUTIVE SUMMARY

 

Clovis Unified School District has worked in partnership with Council District 6 and Public Works staff to develop a cooperative project for the traffic signal modification to add protected left turn phasing at the intersection of Perrin Avenue and Liberty Hill Road.  With the approval of the Council, the City will receive twenty-five percent (25%) of the total project costs, up to $100,000, from Clovis Unified School District and proceed with the design completion and construction bidding.

 

BACKGROUND

 

The proposed project will modify the existing traffic signal located at the intersection of Perrin Avenue and Liberty Hill Road to include protected left turn phasing to the east and west bound approaches of East Perrin Avenue.  The project will be designed by in-house Public Works Design staff and publicly advertised for construction bids.

 

The City Attorney’s Office has reviewed and approved the Improvement and Reimbursement Agreement to form.

 

Staff is recommending that the City Council adopt the 26th Amendment to the Annual Appropriation Resolution No. 2018-157, to appropriate $353,900 for City design and construction costs for a traffic signal modification project at the intersection of Perrin Avenue and Liberty Hill Road.  Staff also recommends approval of the Improvement and Reimbursement Agreement with Clovis Unified School District to secure the funding contribution for the project.

 

ENVIRONMENTAL FINDINGS

 

By the definition provided in the California Environmental Quality Act Guidelines Section 15378, this funding agreement does not qualify as a project under the California Environmental Quality Act requirements.

 

LOCAL PREFERENCE

 

Local preference does not apply to the project included in this report as this is a new project appropriation only.  Local preference (if applicable) will be considered at the time of contract award.

 

FISCAL IMPACT

 

The project is located in Council District 6.  The overall cost for the project is estimated at $420,200 and will be funded with SB1 revenues and the funding contribution from Clovis Unified School District.  This project will be added to the FY2019 list of projects for SB1 revenues with Council’s adoption of this budget item. The proposed project will have no impact on the General Fund.
