Staff recommends that Council reject the two proposals received August 14, 2018, for the Requirements Contract for Operation and Maintenance of Camp Fresno and Camp Fresno Jr. (Camp Fresno) at Dinkey Creek, California - Proposal No. 946.
EXECUTIVE SUMMARY
The Parks, After School, Recreation and Community Services Department (PARCS) is seeking to reject the two proposals received for the Requirements Contract for Operation and Maintenance of Camp Fresno at Dinkey Creek, California. There is an ongoing dispute with the prior concessionaire that would make it difficult for a new operator to operate effectively for the 2019 season. The PARCS Department will be operating Camp Fresno for the 2019 season.
BACKGROUND
Camp Fresno has been operated by the City of Fresno under a special use permit granted by the Sierra National Forest - U.S. Forest Service since 1957. Camp Fresno is a family-friendly, rustic campground, where families rent cabins from Memorial Day weekend through October and is located along Dinkey Creek, 62 miles east of Fresno. Camp Fresno has 29 one-bedroom cabins and 22 two-bedroom cabins. Camp Fresno Jr. is a group facility that houses up to 90 occupants and is available for organized groups and large families.
The Request for Proposals was published in the Business Journal on July 18, 2018, posted on the City’s website and faxed to ten building exchanges. The proposal specifications were distributed to five prospective proposers. Two sealed proposals were received and opened in a public bid opening on August 14, 2018. One proposal was received by the City’s previous concessionaire. The City was not satisfied with the concessionaire’s performance in regards to facility maintenance and record keeping. PARCS and City Attorney staffs are working to resolve contractual disputes related to these deficiencies. The second proposer did not have strong experience running a camp operation of this nature. Based on concerns related to performance by the first proposer, condition of the camp facility, and experience level of the second proposer, staff recommends that the PARCS Department operate Camp Fresno for the 2019 season. This will allow for a thorough evaluation of the condition of camp by PARCS staff familiar with the operation, correction of identified deficiencies, and analysis of operation and maintenance practices. Simultaneously, it will allow PARCs and purchasing staff to use information gained to develop a second RFQ with the goal of soliciting additional competition. Therefore, it is staff’s recommendation that Council reject the two proposals received on August 14, 2018.
ENVIRONMENTAL FINDINGS
This item is not a project as defined by the California Environmental Quality Act.
LOCAL PREFERENCE
Local preference is not applicable to rejection of proposals.
FISCAL IMPACT
There is no fiscal impact to the General Fund. Revenue received from Camp Fresno and Camp Fresno Jr. is placed in the Camp Fresno Fund, which will cover the costs of the operation and maintenance.
