RECOMMENDATION

Staff recommends that the City Council adopt the 29th Amendment to the Annual Appropriations Resolution (AAR) No. 2018-157 to appropriate $1,600,000 for the LED Retrofit Project in Public Works.

EXECUTIVE SUMMARY

Appropriations for the LED Retrofit project were approved by Council as part of the Annual Appropriation Resolution No. 2018-157. The adopted FY2019 budget assumed the loan repayment would occur as a revenue transfer from the Measure "C" Flexible fund. However, through the approval of the PG&E On-Bill Financing loan and further work with PG&E, it was determined that the loan repayment would occur instead through the PG&E utility bills, requiring that the funds be appropriated for an expenditure to pay the utility bill, rather than for a revenue transfer on a traditional loan. The recommended resolution will make this housekeeping correction in the budget.

BACKGROUND

Staff is seeking Council approval on the attached Resolution to reallocate existing appropriations from the LED Retrofit project to the Public Works Department, Traffic Signal and Street Lights Division for payment of the On-Bill Finance loan portion of the bill. The resolution represents a simple accounting change from a revenue transfer for debt service into appropriations for a utility bill payment in the Traffic Signal and Street Light Division.
