RECOMMENDATIONS

 

Staff recommends that City Council adopt a finding of Class 1 Categorical Exemption pursuant to Section 15301 (Existing Facilities) of the California Environmental Quality Act (CEQA) Guidelines for Milburn and Herndon Junction Structure Repairs (Project); award a construction contract to Floyd Johnston Construction Co, Inc., in the amount of not to exceed $268,213; and authorize the Director of Public Utilities, or designee, to sign the contract on behalf of the City of Fresno (City).

 

EXECUTIVE SUMMARY

 

The Department of Public Utilities, Wastewater Management Division, is seeking to award a construction contract for the Project in the amount of not to exceed $268,213 to Floyd Johnston Construction Co, Inc.  The existing structure allows access to Grantland sewer trunk line, which is currently unable to be opened due to its structural deterioration.  The junction structure repair is necessary to remedy the structural deficiencies and allow access.

 

BACKGROUND

 

During routine inspections, the Wastewater Collections System staff discovered the access door raised.  Upon further inspection, the access door was found to be completely deteriorated and unable to close, and the mechanical portions of the structure eaten away by the hydrogen sulfide gasses.  The Department of Public Utilities recommends rehabilitation of the structure, which will include reconstruction of the access door and frame, reconstruction of the gate operator assembly, and replacement of the frame and cover.  The repairs will restore the structures stability and allow the junction structure to operate at its intended function.

 

Plans and specifications were prepared for this Project.  A Notice Inviting Bids was published on January 24, 2019, and posted on the City’s Planet Bids website.  The specifications were distributed to ten prospective bidders and posted at eleven Builder Exchanges.  One sealed bid proposal was received and publicly opened on February 26, 2019.  The bid proposal was in the amount of $268,213.  The bid will expire within 64 days of bid opening, on May 2, 2019.

 

Floyd Johnston Construction Co, Inc., was the only responsive and responsible bidder with a bid amount of $268,213.  The staff determination was posted on the City’s Planet Bids website on Thursday, March 1, 2019.  Staff recommends that the City Council award a construction contract to Floyd Johnston Construction Co, Inc., in the amount of not to exceed $268,213.  Their bid price is 10.74% below the budget allocation of $300,500.

 

ENVIRONMENTAL FINDINGS

 

Staff has performed a preliminary environmental assessment for the Project and has determined that it falls within Class 1 Categorical Exemption set forth in CEQA Guidelines, Section 15301 (Existing Facilities), because this contract involves normal operation and maintenance of existing public sewer facilities.  Furthermore, none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this Project.

 

LOCAL PREFERENCE

 

Local preference was not implemented because the bidder is a local business.

 

FISCAL IMPACT

 

There is no impact to the General Fund.  This Project is located in Council District 2.  This Project is identified in the Wastewater Management Division’s five-year Capital Improvement Plan.  Funds in the amount of $300,500 for this Project are budgeted in the Fiscal Year 2019 Sewer Enterprise Fund No. 40501.
