RECOMMENDATION

 

In conjunction with the Adoption of Fresno Municipal Code Ordinance No. 2018-67, it is recommended that Council adopt the attached Resolution increasing salary appropriations by $8,100 per district for newly elected and re-elected Councilmembers in Districts 1, 3, and 7.

 

EXECUTIVE SUMMARY

 

The Adoption of Fresno Municipal Code Ordinance No. 2018-67 increased salaries for newly elected and re-elected Councilmembers; however, it did not increase current year appropriations. This Resolution will provide the necessary appropriations to compensate the newly elected and re-elected member districts commensurate with the current year increase of $8,100 per district.

 

BACKGROUND

 

Fresno Municipal Code Ordinance No. 2006-100 previously set forth the compensation and salaries for the City of Fresno’s elective officers. This ordinance was repealed and replaced with the Adoption of Ordinance No. 2018-67, which set forth new compensation rates for elected officers. The new ordinance stipulates that Councilmember salaries shall not increase or decrease during the elective officer’s current term, but rather shall be increased commencing upon a new term of office.

 

In Fiscal Year 2019, Council seats in Districts 1, 3, 5 and 7 were up for election, which resulted in new starting terms for those Councilmembers effective January 2019. With the introduction and adoption of the new ordinance midway through the fiscal year, appropriations were not budgeted to cover the midyear salary increases. This Resolution resolves this issue by increasing each district’s Councilmember salary appropriations commensurate to the actual increase. However, the Councilmember from District 5 has elected not to receive the additional appropriations and will cover the approved salary increase with existing district appropriations.

 

ENVIRONMENTAL FINDINGS

 

This action does not require an environmental review or approval.

 

LOCAL PREFERENCE

 

Local preference was not considered because increasing Councilmember salary appropriations does not include a bid or award of a construction or service contract.

 

FISCAL IMPACT

 

The establishment of additional appropriations to cover newly elected and re-elected Councilmember salary increases will be offset by a reduction or reallocation of existing appropriations anticipated to be available from the General City Purpose Department. The net effect of this reallocation is no impact to the overall General Fund appropriations.
