RECOMMENDATION

 

Staff recommends Council: (1) approve an amendment to the contract with Fresno Madera Area Agency on Aging (FMAAA) authorizing and accepting a grant for $50,000 from the Older American Act Title III C1 grant funds through FMAAA in support of the Senior Hot Meals program offered at seven sites citywide; (2) approve and adopt the 30th Amendment to the Annual Appropriation RESOLUTION NO. 2018-157 to appropriate $50,000 from the Older American Act Title III C1 Grant Funds in support of the Senior Hot Meals program citywide; and, (3) authorize the Parks, After School, Recreation and Community Services (PARCS) Director to sign all related documents.  (Requires 5 affirmative votes) (Subject to Mayoral veto)

 

EXECUTIVE SUMMARY

 

The Fresno-Madera Area Agency on Aging (FMAAA) has received additional one time only Title III C1 grant funds, $50,000 of which has been made available to PARCS to augment the congregate lunch time meals currently offered at seven sites throughout Fresno.  Specifically, PARCS will use this grant award to replenish older meal service equipment and purchase equipment and supplies to support and enhance programming.

 

BACKGROUND

 

PARCS has partnered with FMAAA since 1994 as a site meal service provider. FMAAA has provided the PARCS Department annual grant funding for core services relating to the meal program and federal stimulus one-time funding in the past.  With past funding, PARCS has been able to purchase equipment and add programming and services benefitting the SHM program.

 

PARCS’ SHM program operates a quality program for older adults that enhance their quality of life through positive social interaction.   A lunchtime meal is served at seven sites throughout Fresno Monday through Friday. (Inspiration Neighborhood Center - District 1, Pinedale Community Center - District 2, Mary Ella Brown and Ted C. Wills Community Centers - District 3, Mosqueda Community Center and Senior Citizens Village - District 5, and Lafayette Neighborhood Center - District 7). A nutritious, healthy, daily congregate meal is provided to seniors at a minimal cost, and seniors are provided an environment where social, emotional, and physical needs are met through activities, presentations and events. 

 

Staff provides activities and opportunities that enable seniors to participate in leisure learning, special events and dances.  By creating a welcoming, professional, and caring environment, the SHM program has provided an exciting environment where seniors are active and engaged in the program and the community.  Through volunteerism and work experience programs, technology, education and exercise instruction is provided on a regular basis to ensure constant and continual learning, which enables seniors to be healthy and active while enjoying a high quality of life.

 

ENVIRONMENTAL FINDINGS

 

Pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15378, the acceptance of grant funds does not qualify as a “project”.

 

LOCAL PREFERENCE

 

Local preference was not considered because accepting the grant funds and the AAR amendment do not include a bid or award of a construction or services contract.

 

FISCAL IMPACT

 

There is no net fiscal impact as the grant will cover 100% of expenses.
