Staff recommends Council approve the award of a purchase contract to Quinn Company of Fresno, California, for the purchase of one Challenger MT955E articulating tractor in the amount of $410,869.

 

EXECUTIVE SUMMARY

 

The Department of Public Utilities, Wastewater Management Division seeks to purchase one articulating tractor to perform maintenance and rehabilitation on the 100 percolation ponds at the Wastewater Treatment Plant. The tractor will be purchased as a replacement through a competitively solicited cooperative procurement process administered by Source Well, formally the National Joint Powers Alliance (NJPA).

 

BACKGROUND

 

The Department of Public Utilities, Wastewater Management Division is responsible for the collection and treatment of wastewater produced by the city of Fresno. This is accomplished through the operation and maintenance of 1,750 acres of percolation ponds located at the Wastewater Treatment Plant. These 100 ponds are utilized for the settlement stage of the wastewater treatment process, operating in three-year intervals before being drained for maintenance and rehabilitation.

 

This rehabilitation is currently performed with an eight-wheel articulating tractor designed to pull a 16-foot disking implement, which turns and breaks up the bottom of the settling ponds. The tractor switches to a 15-yard scraper, which slopes the edges and grades the ponds to create the needed drainage. Both implements are attached with a draw bar system that creates a tight turning radius necessary in pond bottoms and can be removed and installed safely with minimal labor.

 

The new Challenger MT955E articulating tractor will be built to a similar specification, updated with modern emissions standards and technology. The new tractor will utilize the same draw bar attachment system so the changing of implements can be as seamless on the new unit as it was with the unit due for replacement.

 

The current eight-wheel articulating tractor is on a 10-year or 5,000 hour replacement schedule, which has been established by the Fleet Management Division as the optimum replacement time. Currently, the unit identified for replacement is 15 years old and has 6,170 operational hours.

 

The tractor will be purchased through a competitively solicited cooperative procurement process administered by Source Well. The purchase price for this unit is $410,869. This price includes the Source Well cooperative purchasing discount applied to City purchases, as well as sales tax at 7.975 percent. The Purchasing Division has approved this contract and recommends Council to approve. The City Attorney has reviewed and approved to form.

 

ENVIRONMENTAL FINDING

 

By the definition provided in the California Environmental Quality Act Guidelines Section 15378, the award of this contract does not qualify as a “project.”

 

LOCAL PREFERENCE

 

Local preference is not applicable. The City is not issuing a request for quote for this cooperative purchase agreement.

 

FISCAL IMPACT

 

No general funds will be used to purchase these items. The funding to cover the purchase cost of the articulating tractor has been included in the FY19 adopted budget under the operations of the Department of Public Utilities, Wastewater Management Division. The source of funding for this project is the Department of Transportation, Municipal Fleet Division Replacement Fund and the Wastewater Operating Fund, generated primarily by the collection of customer user fees.
