Approve the Second Amendment to the Service Agreement with The Arc Fresno/Madera Counties to add service locations at Fresno Yosemite International Airport for an amount of $38,842.47. (Council District 4)

RECOMMENDATIONS
Staff recommends Council authorize the Director of Aviation to execute the Second Amendment to the Service Agreement with The Arc Fresno/Madera Counties (ARC) to serve new locations associated with expanded surface parking areas at Fresno Yosemite International Airport (FAT) for an additional amount of $38,842.47.
EXECUTIVE SUMMARY
The Second Amendment to the Service Agreement will provide for trash pick-up services at new and relocated parking facilities, which are expected to come on line in June 2019. The new service areas consist of a relocated employee parking lot, a new long term/economy parking lot, and a relocated/expanded cell phone waiting lot.
BACKGROUND
The ARC is a local non-profit organization that provides vocational training, skills and job placement for adults with intellectual and developmental disabilities. The ARC Vocational Services Division coordinates to provide jobs for these adults to perform a number of services, including: trash pickup, landscape services, janitorial services and many other opportunities.
The ARC Service Agreement was approved by the Council on August 30, 2018. The First Amendment to the Services Agreement, which updated the ARC’s management fees to a maximum amount of $292,490.91, was approved by the Council on November 8, 2018. The new maximum amount of the Service Agreement, including the Second Amendment, would be $328,333.38. Exhibit A-2 of the Second Amendment to the Service Agreement adds the new locations and associated costs.
The City Attorney has reviewed and approved Second Amendment to Service Agreement as to form.
ENVIRONMENTAL FINDINGS
This is not a “project” pursuant to the California Environmental Quality Act Guidelines Section 15378.
LOCAL PREFERENCE
Local preference is not applicable to this project as this Second Amendment is not a bid or award of a service contract.
FISCAL IMPACT
The revised annual rates in Exhibit A-2 will increase the contract amount in FY19 by $700.00 and by a total of $35,842.47 over the remaining 5-year term of the agreement. Funding for the Agreement is included in the City’s Adopted FY 2019 budget and will be incorporated into future Airport budgets. There is no impact to the General Fund from this action.
