RECOMMENDATIONS
Staff recommends that City Council adopt a finding of Categorical Exemption pursuant to Class 3, Section 15303(d) (New Construction) of the California Environmental Quality Act (CEQA) Guidelines for 10-inch Sewer Main Installation in South Willow Avenue (Project); award a Construction Contract to Haydon Construction, Inc., in the amount of $271,537; and authorize the Director of Public Utilities, or designee, to sign the contract on behalf of the City of Fresno (City).
EXECUTIVE SUMMARY
The Department of Public Utilities, Wastewater Management Division, is seeking to award a Construction Contract for the Project to Haydon Construction, Inc., in the amount of $271,537. The sewer extension on South Willow Avenue will allow customers to connect to the City’s sewer main on East Jensen Avenue.
BACKGROUND
The scope of work for the Project consists of construction of approximately 734 linear feet of 10-inch diameter sewer main and appurtenances in South Willow Avenue, south of East Jensen Avenue. The properties in this area are currently on private individual septic systems. Construction of a public sewer main supports the relocation of businesses impacted by the High Speed Rail project. In addition to the proposed sewer main, potable water service is available from an existing water main. An initial design was requested for 150 linear feet of 10-inch sewer main to accommodate those relocated businesses. Additional requests were made by parcel owners along South Willow Avenue and the design was modified to increase the length of the 10-inch sewer main to approximately 734 linear feet. The intent of this Project is to provide sewer service to approximately nine property owners on South Willow Avenue.
Plans and specifications were prepared for this Project. A Notice Inviting Bids was published on February 26, 2019, and posted on the City’s Planet Bids website. The specifications were distributed to twelve prospective bidders and posted at eleven Builder Exchanges. Six sealed bid proposals were received and publicly opened on March 26, 2019. The bid proposals ranged from $271,537 to $515,350. The bids will expire within 64 days of bid opening, on May 29, 2019.
Haydon Construction, Inc., was the lowest responsive and responsible bidder, with the bid amount of $271,537. The staff determination was posted on the City’s Planet Bids website on April 4, 2019. Staff recommends that the City Council award a Construction contract to Haydon Construction, Inc., in the amount of not to exceed $271,537 as the lowest responsive and responsible bidder. Their bid price is 32 percent below the Engineer’s Estimate of $400,000.
ENVIRONMENTAL FINDINGS
Staff has performed a preliminary environmental assessment for this Project in accordance with the requirements of CEQA and has determined that it falls within Class 3 Categorical Exemption set forth in CEQA Guidelines, Section 15303(d) (New Construction). The Project consists of installing a new sewer main on South Willow Avenue at East Jensen Avenue. This extension is connecting to an existing sewer main; therefore, Sub-section (d) of Section 15303 applies. Furthermore, none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this Project.
LOCAL PREFERENCE
Local preference was not implemented because the lowest bidder is a local business.
FISCAL IMPACT
There is no impact to the General Fund. This Project is located in the County of Fresno. This Project is identified in the Wastewater Management Division’s five-year Capital Improvement Plan. Funds in the amount of $305,000 are budgeted in the Fiscal Year 2019 Sewer Enterprise Fund No. 40501 for this project.
