RECOMMENDATION
Staff recommends the City Council adopt a finding of Categorical Exemption pursuant to Section 15301(c) of the CEQA guidelines, award a construction contract with Sturgeon Electric, LLC., of Chino, California in the amount of $207,309, as the lowest responsive and responsible bidder, and authorize the Public Works Director or designee to sign the construction contract on behalf of the City of Fresno.
EXECUTIVE SUMMARY
Clovis Unified School District has worked in partnership with Council District 6 and Public Works staff to develop a cooperative project for the traffic signal modification to add protected left turn phasing at the intersection of Perrin Avenue and Liberty Hill Road. The proposed Perrin Ave and Liberty Hill Road intersection improvements will provide safer and more efficient vehicular and pedestrian movement through the intersection. The project is funded through SB 1 tax revenue and a contribution by Clovis Unified School District. City Council approved the appropriations for the project and the reimbursement agreement with Clovis Unified School District on January 31, 2019.
BACKGROUND
The scope of the project includes intersection improvements, which entail reconstructing curb ramps to comply with the Americans with Disabilities Act, lighting, and traffic signal modifications to add protected left turn phasing to the east and west bound approaches of Perrin Avenue.
On January 31, 2019 City Council adopted the 26th Amendment to the Annual Appropriation Resolution No. 2018-157 appropriating the funds for the project and approved the Improvement and Reimbursement Agreement with Clovis Unified School District. The project was designed by in-house Public Works staff and the preliminary engineering design took approximately 6 months to complete.
A Notice of Inviting Bids was published in the Fresno Business Journal on March 13, 2019, posted on the City’s website and faxed to eleven (11) building exchanges. The specifications were distributed to five (5) prospective bidders. Four (4) sealed bid proposals were received and opened in a public bid opening on April 2, 2019. Bids ranged from $207,309 to $366,420. Sturgeon Electronic, LLC., of Chino, California submitted a bid in the amount of $207,309 and was determined to be the lowest responsive and responsible bidder for the project. The bids will expire on June 5, 2019.
Staff recommends Council award a construction contract with Sturgeon Electronic, LLC., in the amount of $207,309 for the Perrin Avenue and Liberty Hill Road Traffic Signal Modification as the lowest responsive and responsible bidder, and authorize the Public Works Director or designee to sign and execute the standardized contract on behalf of the City of Fresno.
ENVIRONMENTAL FINDINGS
Staff has performed a preliminary environmental assessment of this project and determined it falls within the Categorical Exemption set forth in CEQA Guidelines, Section 15301(c) Class 1, which exempts the repair and maintenance of existing facilities that involves negligible or no expansion of an existing use. This exemption applies because this project involves the reconstruction of an existing sidewalk and traffic signal and does not involve the expansion of the roadway to accommodate additional traffic. The purpose of the project is to replace portions of sidewalk and to modify the traffic signal to alter the traffic signal operations. Furthermore, staff has determined that none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this project.
LOCAL PREFERENCE
Local preference was considered in staff’s evaluation of the bid proposals received. However it did not have an impact on the determination of the lowest responsive and responsible bidder.
FISCAL IMPACT
The Perrin Avenue and Liberty Hill Road Traffic Signal modification is located in Council District 6. The overall cost of the project is $297,595.44 and is funded with SB1 tax revenues and a contribution from Clovis Unified School District. All funding necessary for the project, including construction contingency, is included in the adopted City budget. Of the overall budget of the project, $207,309 will be used for the construction contract award.
